Abstract:
Carl Bannister, Chief Administrative Officer, City of Salmon Arm
This paper reports the development and successful conclusion to a joint use agreement regarding unused School District recreation property. It was the responsibility of the CAO to solidify and implement the agreement. The paper discusses the leadership challenges the CAO faced, such as garnering concept endorsement; facilitating consensus between an array of user groups; integrating independent political bodies; solving the dual-union I dual-jurisdictional conundrum; and attempting to fundraise outside of the local tax pool.
