This paper looks at a specific period of time from when the Chief Administrative Officer began his job in April 2006 to when the City delivered the first District of Lillooet Economic Opportunities Plan to the Premier at the UBCM Convention in October 2006. It concentrates on the CAO's central role in the development of the plan and the steps involved with creating the document. The steps included multiple meetings with Council over their corporate vision and values and ranking their economic priorities; consulting municipal departments for their specialized input; holding Town Hall meetings for public consultation; and the outcomes and lessons learned once the plan was approved.
