Development & Amenity Cost Charges - Legislative Changes & Transitional Policy Implementation

The Provincial government has released new legislation which updates the current Development Cost Charge framework in the Local Government Act and Vancouver Charter. This session will provide a discussion on the new framework including refinements to current approaches presently being used throughout BC and additional information needed to comply with new legislative requirements. In addition, this workshop will provide an overview of the ”best practices” employed across Canada along with their legislative and accepted approaches to these charges. For discussion purposes, a review of policies throughout Metro Vancouver municipalities will also be discussed. In addition, a new revenue tool is being proposed called an Amenity Cost Charge. This presentation will consider current approaches to recovering various costs along with comparative approaches in place across Canada and provide insight into how the future charges may be developed.
