One year since we presented to CAMA about Digital-First Parking Programs, they continue to prove the highest return on investment. Whether creating a new revenue stream, expanding an existing program, or simply reducing hardware upgrades, digital parking solutions are solving these problems with very little expenditure. Electrical Utility Hazard Awareness for Non-Electrical Workers

This 2-hour awareness course is meant for everyone working around high-voltage power lines, either overhead or underground.
Even with work is not directly related to utilities, it may also present utility hazards. Not being aware of the hazards and the potential risks present will pose serious threats to workers.
This includes workers in construction, paving, and maintenance, as well as arborists, and sign and banner installers.
Topics include:
- The basics of how electricity behaves
- An introduction to BC Hydro’s power system
- How to spot overhead and underground hazards
- How to plan your work and carry out your plan in a safe manner
- What to do if your equipment contacts a power line, if you encounter a downed power line, or if you need to escape from an energized area

Specific Claims 2023
When: February 8 - 9, 2023
Specific claims arise from Crown failures in respect of the administration of First Nations land and other First Nation assets, and from unfulfilled treaty promises. Resolving these historical grievances is critical to building trust and to improving Crown-First Nations relationships, and to achieving the national project of reconciliation. In addition, the settlement of specific claims brings long-term social and economic benefits to Indigenous communities
This forum assembles an expert faculty to provide delegates with an update on the progress made in the area of specific claims, including an update on policy and process, negotiations, and the operation of the Specific Claims Tribunal. Watershed Moments 2023: Blue Ecology Virtual Seminar on “A Pathway to Water Reconciliation and Resilience for Mayors, Councillors, and Regional Directors in British Columbia”
We have landed at the crux of two of the most important issues facing Canadians – relationships with First Nations and relationships with water - in an era when we must also adapt to a changing climate. Communities have a once in a generation opportunity to get our relationships with both right, and then start back down the river of time – this time together.
Watershed Moments 2023 is designed to inform local government elected representatives about BLUE ECOLOGY, a pathway to “water reconciliation”. Blue Ecology is a water-first approach to interweaving Indigenous and Western perspectives. Oral history, land and water stewardship, inter-generational baton. These are foundational pieces for water reconciliation.
On February 23rd, the team of Michael Blackstock, Brian Carruthers and Richard Boase will seed the idea that hope lies within the sphere of local government. That is the scale where actions do matter. In an online broadcast via YouTube, Richard will moderate a free-flowing conversation between Michael and Brian. The goal is that this dynamic trio will light a spark with their enthusiasm and leave the audience with hope.
Michael Blackstock is an independent Indigenous scholar, past member of a UNESCO Expert Panel, and creator of the Blue Ecology methodology. His work is the inspiration for the Blue Ecology Institute.
Brian Carruthers is a respected, long time chief administrative officer in local government. He was an architect of the Cowichan Region’s Drinking Water and Watershed Protection Program.
Richard Boase is facilitator extraordinaire for the Watershed Moments Series. In addition to his local government career, he is a founding Director of the Partnership for Water Sustainability.

Waterloo is a watershed decision on tent cities/neighbourhoods in distress which is the #1 issue facing local governments, BC Housing and the Province. Local governments seeking civil injunctive relief often show that they are doing their best to provide shelter accommodation through BC Housing. Mr. Justice M.J. Valente now denies the removal of a tent city until shelter beds are available. While some Justices in the BC Supreme Court have skirted around this issue due to concerns of judicial over-reach, Justice Valente has drawn a line in the sand. Ironically, Justice Valente relies on several BC Supreme Court decisions to link the requirement of shelter beds as a Section 7 Charter right and precondition before the removal of the encampment. This extends well beyond the scope of Adams and takes us into uncharted legal territory.

Natural Asset Management (Online Course)

Canadian communities face challenges of declining infrastructure quality and diminishing health and resilience of many ecosystems, a challenge made far more pressing by climate change. To address this, leading local governments are starting to identify, value and account for natural assets in their financial planning and asset management programs as a means to develop deliver core services sustainably through a climate resilient green infrastructure.
This four-week online course covers core concepts, the most recent case examples and latest approaches to municipal natural asset management. The course will provide both essential information to anyone working for, or with local governments or who is interested in innovative approaches to community sustainability. UBCM Province-wide Housing Summit
When: April 4 - 5, 2023
Housing policy for all orders of government is evolving in response to the continuing crisis in housing affordability and attainability. To support and accelerate further development, UBCM will host a province-wide housing summit at the Sheraton Vancouver Wall Centre on April 4-5, 2023. The conference will assist in the identification of solutions to address gaps in current policy, strengthen intergovernmental collaboration, and highlight best practices for local government.
The two-day summit is open to local elected officials and staff; provincial leadership and staff; First Nations leadership; not-for-profit leaders; and industry.
The two-day summit will operate similarly to a UBCM convention, with a mix of keynote addresses, panel presentations, and workshops. Input will be sought from local government delegates on a variety of topics to inform the updating and enhancement of UBCM’s 2018 housing strategy. UBCM is engaging with the Province of B.C. on agenda development and looks forward to robust provincial participation in the program.
The summit will be focused on engagement on the key policy issues that define local government roles in the housing system, but will also offer valuable learning opportunities. It will feature a full agenda addressing critical housing issues that include:
- Densification, upzoning, community amenity and infrastructure needs,
- Rural and northern challenges and opportunities,
- Housing and local government finance,
- Indigenous housing needs,
- Homelessness, supportive housing and complex care,
- Climate change implications, and
- Approvals streamlining best practices.
We look forward to welcoming local government elected officials and planning staff together with representatives from all sectors involved in the delivery of housing to connect, collaborate, and contribute to these issues.
Details on registration, accommodation, keynotes, panellists and the program will roll out over the coming weeks. We are very excited to build the agenda for this event and look forward to welcoming delegates to Vancouver in April.

First Nations are increasingly reclaiming models of self-government, self-reliance and self-determination. This legally significant progression is fundamental to the principles of reconciliation. It has the power to rebuild the social and economic well-being of Indigenous peoples, revitalize the internal operations of First Nations, and renew relationships with other nations, governments and external stakeholders.

Description
This course is targeted at experienced inspectors, so it does not cover the "mechanics" of the inspection role, such as reading drawings, taking samples or doing tests. Rather, it is a presentation on the administrative aspects of the inspector's job with the intent of clarifying what obligations, rights and responsibilities the inspector has, particularly with regard to the contractor.
The MMCD requires a contract administrator be in place throughout the course of a contract and the contract administrator may delegate some of his/her responsibilities to one or more inspectors. While an inspector may perform additional duties for the contract administrator, those are separate from the obligations imposed by the contract. This course focuses on those distinctions from the contractor's perspective. The course presents some examples of where an inspector can get into trouble through misunderstanding, missing deadlines or by exceeding limits of authority. The course concludes by offering some tips on how to become a more effective inspector.

2023 AVICC Annual Convention and AGM
When: April 14 - 16, 2023
The Association of Vancouver Island and Coastal Communities is a body formed for the purpose of representing in one organization the various municipalities, regional districts and other local governments of Vancouver Island, Sunshine Coast, qathet/Powell River, the North Coast and the Central Coast.
In early April each year, AVICC hosts a two and a half day Annual General Meeting and Convention. The event attracts over 250 member delegates as well as sponsors, exhibitors, partners and other non-member delegates. Members are invited to host the event and if selected, are involved in the planning.
The main Convention starts at 2 pm on a Friday and finishes at noon on Sunday. A pre-convention program is held on Friday morning, and often involves study tours or forums. A Welcome Reception is scheduled for the Friday evening and an Annual Banquet on Saturday evening.

Canada’s United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) Act received Royal Assent in June 2021, marking a historic milestone in Canada. This legislation is paving the way for new relationships, agreements, and shared decision-making with Indigenous governments.

This applied course focuses on methods to identify wetlands and delineate their boundaries in the field based on vegetation, soil, and hydrological indicators. Wildfire Resiliency and Training Summit
When: May 10 - 14, 2023
On May 10-14, 2023, join us for the Wildfire Resiliency and Training Summit; an important five-day gathering formally known independently as the FireSmart BC Conference and the WUI Symposium. Our week-long focus on community wildfire resiliency and wildland urban interface training will kick off with a three-day in person conference at the Sheraton Vancouver Wall Centre, where we will listen to captivating speakers who are leaders in wildfire resiliency. We will also share best practices as well as our collective experience and insights through informative workshops, and expert panels. This will be followed by two days of training exercises in North Vancouver for BC’s firefighting professionals.
Our theme for this year’s event is Partners in Progress, which recognizes that collaboration and partnerships are critical for keeping BC communities safe and building fire resiliency. This course will guide you through the challenge of drafting design guidelines in varied contexts—from the elements of urban design performance to structure and the drafting process. This course will also help you make a meaningful contribution to advancing the quality of your local built environment and the development approval process.

CAMA 2023 Annual National Conference
When: May 29 - 31, 2023
The 50th Annual CAMA Conference will be held at the Deerhurst Resort from Monday, May 29th, 2023 to Wednesday, May 31st, 2023 at the Deerhurst Resort. The Golf Tournament and other Pre-Conference activities will begin on Monday morning with the Conference Program ending after the President’s Dinner on Wednesday evening.

Indigenous communities face racism, and higher crime and incarceration rates than the rest of Canada. In the middle of great conflict, there are enormous opportunities for growth and progress. In these crisis times, it is crucial for all those involved with the system to explore and identify key elements in developing and implementing quality policing strategies and harm reduction measures for Indigenous communities.
Join us for as we bring together leading experts with a wealth of knowledge and experience. Attend this two-day program to hear critical insights and updates that are affecting Indigenous police services, and police serving Indigenous communities. This is essential learning for anyone interested in reconciliation and creating a better and safer future.

Mine Rescue & First Aid Competition and Banquet
When: June 17, 2023 from 6:00pm to 9:00pm PST
The Provincial Mine Rescue & First Aid Competition has been held annually since the 1950s. It brings together mine rescue teams from across British Columbia to test their emergency response and rescue abilities in either surface or underground competitions in a one-day event open to the public.
The competition enables B.C. mines to maintain consistent standards of training and procedures so that they can provide mutual aid to one another in the event of an emergency. The Mine Rescue & First Aid Competition tests teams knowledge of the Western Canada Mine Rescue Manual in three main categories: three person first aid, surface mine rescue and underground mine rescue.

2023 UBCM Trade Show
