This paper is based on the July 2007 announcement by the provincial government of the restructure of the Comox-Strathcona Regional District, and focuses on the CAO's role in leading and managing change over the three and a half year period of restructure, transition and post transition for the Comox Valley Regional District. The paper identifies the various periods in the restructure process, provides a historical perspective of the challenges the CAO faced, and describes how those challenges were met relative to the legislative framework and management tools available at the time.
