2013 June - Implementing Municipal Performance Measurement in Golden BC: Integrating Strategic Planning Corporate Capacity and Financial Planning

This paper outlines the process that the Town of Golden undertook in developing and implementing a corporate capacity program connecting strategic planning and corporate capacity. Based on Open Source programming, the in-house software that was devised allows for the development of an annual work plan based both on Councils' strategic priorities and the Town's statutory requirements. In combination with monthly financial status updates, the work plan is the CAO's tool for oversight of managers' project performance, reporting to Council and the public, and establishing annual objectives and performance measures for the entire organization. In a time of increasing demand for "value for money" in local governments, this system of estimating and tracking corporate capacity enhances the use of scarce human resources, mates it with financial resources, and provides greater transparency, municipal performance measurement, and reporting.
