This paper describes the process that was taken to develop a new Procedure Bylaw for the City of Kelowna. In many cases, procedures of Council do not get the attention and respect needed to foster good local government. One of the most difficult tasks facing an Administrator is performing the balancing act of providing Council with proper procedure guidelines to allow them to make fair and intelligent decisions for their municipality.
