Bylaw Enforcement Officer I


Do you have strong conflict resolution, interpersonal, and communication skills paired with the ability to be perceptive and persuasive? If so, we want you on our Protective Services Team!

As the successful candidate as Bylaw Enforcement Officer I, you will be responsible for enforcing Regional District of Central Okanagan (RDCO) Bylaws and Regulations with professionalism and fairness and investigating complaints of bylaw infractions as they relate to weeds and insects and work with the public to prevent or control noxious weeds and invasive insect infestations helping to reduce threat and harm to agriculture, environment, economy, natural resources, and human/animal health. In addition, this position will assist the Bylaw Department with other Bylaw Administrative and Regulatory Services. You will:

  1. Record, respond, and investigate bylaw-related enquiries and complaints related to noxious weeds and invasive insects and other minor bylaw infractions.
  2. Issue weed cut order notices to owners, and counsel owners to comply with Regional District bylaws and coordinate contractor for direct enforcement.
  3. Complete annual provincial grant application work plan and reporting.
  4. Extensive public relations contact which requires the exercise of independent judgment, action, tact and diplomacy.
  5. Interview complainants, alleged offenders and others to determine the facts of alleged infractions/incidents; explain bylaws/regulations and, in appropriate circumstances, attempt to obtain voluntary compliance.
  6. Gather and document evidence according to established rules of evidence and investigative techniques; initiate/prepare and assist prosecution actions, as authorized by the Manager of Protective Services.
  7. Prepare and write reports, letters, court documents and other correspondence; keep accurate patrol logs and maintain various service records and files, utilizing various computerized databases.
  8. Issue MTI or BON tickets related to a variety of bylaw violations, i.e., business license, zoning bylaw violations, illegal suites, signs, noise, and unsightly premises.
  9. Assist the Chief Bylaw Enforcement Officer to act as prosecutor for Regional District bylaws where the issues of these are complex.
  10. Other duties as assigned.


We are looking for someone who has 2 years’ experience in bylaw enforcement (preferably weeds and insects), Bylaw Enforcement & Investigative Skills Level 2, Grade 12, and a valid BC Driver’s Licence. You will be able to work under minimal supervision and have the ability to remain calm under pressure, deal with conflict and difficult behaviour and prioritize tasks efficiently. In addition, you will have excellent communication and interpersonal skills and strong computer skills in MS office.

This is a CUPE 338 position that works Monday to Friday, 8:00am to 4:00pm. Flexibility is required for occasional weekend and evening work. This position pays $36.38 per hour.
