The Information Technology Department is seeking a Business (Systems) Analyst 2 to enhance and sustain the City’s public safety informational technology systems with a primary focus on serving the Fire department. This is analytical work at the full working level in support of the organization’s IT Systems. Reporting to Senior Fire and Emergency Systems Analyst, IT Systems Support and Maintenance, the Business (Systems) Analyst 2 will perform tasks in sustaining existing Fire business applications, deploying and developing or configuring applications in various environments (i.e., Development, Test, QA, Production etc.) This position works with other Fire IT Support team members and is responsible for supporting Fire Systems projects and initiatives. Participates in identifying business requirements, designing solutions and establishes working relationships with users in various departments. Exercises considerable independent judgement and action in performing systems maintenance tasks and refers more complex problems to a superior who evaluates work performance effectiveness on services rendered. Supports the sustainment of applications; monitors post-implementation performance; identifies issues and implements solutions or workarounds; assists in conducting workshops; documents, consolidates and reviews requirements; prepares alternatives and presentations to explain analyses and recommendations; prepares documentation of current workflows and low and/or high-fidelity prototypes; documents proposed and current architecture environments. Prepares and maintains a variety of reports and records related to the work; keeps abreast of recent developments in computer techniques and procedures. Performs related works as required.

Qualifications include completion of a university degree at the Bachelor’s level in computer science or a related discipline and sound related experience in systems analysis, or an equivalent combination of training and experience. Experience in developing and/or configuring and implementing and deploying business applications. Ability to develop detailed work plans; to analyze and evaluate various data and information, develop logical solutions for assigned problems and assess the implications of proposed changes; to establish and maintain effective working relationships with a variety of internal and external contacts. Sound analytical, troubleshooting, and problem-solving skills, and effective verbal and written communication skills. Considerable knowledge of Information technology components, processes and configuration, including networks, server and workstations operating systems, and cloud and mobile platforms. Application development experience using various computer programming languages such as C#, scripting such as PowerShell and frameworks such as .NET; proficiency in SQL and experience in Business Intelligence tools such as Crystal Reports and Qlik. Working knowledge of mapping layers management, maintaining GIS data quality and integrity; data cleaning and validation; synchronizing GIS data with external data sources or platforms; of problem definition and analysis related to Fire business processes and systems planning will be considered an asset. Prior experience configuring, implementing and supporting Fire and Public Safety systems such as or similar to, Hexagon Computer Aided Dispatch (CAD), FDM records management, UKG Telestaff, NICE Inform, PIPMS, Radio Dispatch Console, 9-1-1 Dispatch soft phones, NG-911, ESRI ArcGIS, GeoMedia, i/MapEditor, Avaya/Komutel and other related public safety systems will be considered a strong asset.
