The MIABC’s annual Risk Management Conference is held each spring and is open to all staff of MIABC members, partners, First Nation and non-member local governments. The conference provides an overview of the basic tenets of risk management, as well as presentations and workshops on more advanced topics. The conference serves as a platform for gathering and exchanging knowledge, featuring a deliberately diverse agenda covering a wide range of topics, from technical, department-specific information to more universal themes. Best of all, it provides an excellent networking opportunity for attendees to make connections and socialize with their counterparts from other regions.

Wetland Delineation and Assessment Micro-Credential

Wetlands are highly productive, diverse environments that provide critical habitat for specialist plants and wildlife, mitigate flooding, remove excess nutrients from water and provide natural fire breaks in the landscape. Though wetlands are protected and regulated in Canada, the loss and degradation of wetland habitats have been extensive.
This program addresses an urgent need for rigorous, unbiased training on the assessment and delineation of wetland boundaries, with topics including wetland classification, functions and values, impact assessment and wetland policy.Key Dates

The two-storey houses provided an affordable housing solution that swept across the Lower Mainland like a stucco tsunami.

The City of North Vancouver has partnered with six neighboring municipalities to develop policies and actions to increase social connectedness in inter-generational, multi-unit co-housing. Join us at 11 am on April 3, 2024, for a webinar to showcase The City of North Vancouver project (a recipient of a 2023 PlanH Healthy Public Policy grant), and their two consultants working on the project – Madeleine Hebert from Happy Cities and Michelle Hoar from Hey Neighbour Collective. 2024 AVICC AGM and Convention
When: April 12 - 14, 2024
The Association of Vancouver Island and Coastal Communities is a body formed for the purpose of representing in one organization the various municipalities, regional districts and other local governments of Vancouver Island, Sunshine Coast, qathet/Powell River, the North Coast and the Central Coast.
In early April each year, AVICC hosts a two and a half day Annual General Meeting and Convention. The event attracts over 250 member delegates as well as sponsors, exhibitors, partners and other non-member delegates. Members are invited to host the event and if selected, are involved in the planning.
The main Convention starts at 2 pm on a Friday and finishes at noon on Sunday. A pre-convention program is held on Friday morning, and often involves study tours or forums. A Welcome Reception is scheduled for the Friday evening and an Annual Banquet on Saturday evening.

Wildfire Resiliency and Training Summit
When: April 20 - 24, 2024
Last year, British Columbia experienced its worst wildfire season in recorded history. As we look to recover from the unprecedented wildfires of 2023, communities across B.C. have a unique opportunity to bolster their resiliency by upgrading their infrastucture with FireSmart principles in mind. On April 20-24, more than 700 firefighting professionals, FireSmart experts and Indigenous, municipal and community leaders will gather in Prince George for the 2024 Wildfire Resiliency and Training Summit. There, they’ll share lessons learned from 2023, along with the latest research, technologies, best practices and other information to help regions and communities prepare for the upcoming wildfire season.
The theme for this year’s Summit is Recover, Rebuild, Prepare. Our five-day gathering in Prince George will kick off with two days of training for firefighting professionals, followed by a three-day conference with keynote addresses, expert panels, workshops, training programs and valuable networking opportunities.
As the B.C. organization dedicated to building wildfire resiliency and reducing the negative impacts of fire for everyone in the province, FireSmart BC is especially interested in having municipal leaders join us in Prince George. Transit Oriented Development: From Design to Decision

Join SFU's City Program for a collaborative and engaging workshop on Transit Oriented Development schemes!
Created for urban planners, designers, development professionals and public officials, this one-day workshop is a collaborative and engaging event designed to provide reality-tested, practical advice on how to plan, design and implement successful and context-specific Transit Oriented Development schemes.
The Province of British Columbia’s new policies (Bill 47) around transit-oriented areas provides a framework through which this workshop will set the implementation considerations that successful projects need to consider.
The workshop offers a platform where you can discuss the integration of land use and transportation planning, emphasizing the importance of pedestrian-friendly design, mixed-use development and efficient transit connectivity. Through interactive sessions, case studies and expert in-depth presentations with local and international examples, you will gain insights into the economic, environmental and social benefits of TOD. The hands-on format will foster a dynamic exchange of ideas, encourage cross-disciplinary collaboration and empower you to contribute to the development of transit-oriented communities that enhance urban living while reducing reliance on automobiles.
Note: This intermediate-level workshop requires a familiarity with basic planning and development terminologies.
Instructors: Oliver Hartleben, Arcadis, with Gary Andrishak, Acardis
Oliver Hartleben is an architectural graduate and city planner with a public administration degree focused on evolving policy, urban design, built form, mobility, public outreach and innovation topics. Oliver has worked for over 20 years in the urban planning and transportation sectors, is working on several interdisciplinary project projects in the U.S. and Canada, and has a long track record of urban master planning, strategic planning, TOD and in-person and virtual stakeholder outreach projects. He is presently leading the Coquitlam Central TOD project for TransLink.
Oliver has conducted research on urban design, mobility and housing topics and has taught at different public and private universities. For the last five years, he has been teaching the “Designing Design Guidelines” course at SFU’s City Program, and currently leads Arcadis’s (formerly IBI Group) urban planning and urban design practice for Western Canada.
Gary Andrishak is a Vancouver-based principal at Arcadis (formerly IBI Group), who has led the firm’s North American Transit Oriented Development (TOD) practice in support of livable communities that are compact, dense, mixed-use, walkable, engaging, equitable and resilient. He is equally at home in the co-joined disciplines of land use and transit planning, and understands that implementation strategies, as much as TOD design and policy, represent the major challenge to promoting a transit friendly, vehicle-light lifestyle in our cities today.
During his more than 35 years in the field, and starting with a collaborative project in Minneapolis with Peter Calthorpe in the 1990s, Gary has led dozens of TOD plans across North America, where he has seen the evolution of the field and crystalized success factors for their implementation.

Life-Cycle Costing for Pavement Preservation Treatments

We need new strategies to preserve and maintain our municipal roadways at an acceptable level of condition. This infrastructure is critical to the successful transportation of people and goods in any location. As cities and towns grow, so does the strain on our roadway infrastructure. One method that greatly reduces long-term cost is preventive maintenance (PM). If the existing roadway is in fairly good condition and structurally sound, it can be treated with surface or near-surface treatments that will cost-effectively extend its service life. This webinar focuses on creating a successful roadway preservation plan, looking at common maintenance and rehabilitation treatments, PM treatment costs, discussing whether the benefits of applying PM treatments is cost-effective, and discussing the dos and don’t to ensure the successful use of PM treatments. This webinar outlines the various pavement preservation treatments that can be used in conjunction with a life-cycle cost procedure to determine the whole life cost of a pavement.

Twenty years have passed since “Métis Law” has been included as a part of Aboriginal Law. With the passage of time, we are now better positioned to appreciate the implications of the Supreme Court of Canada’s jurisprudence on Métis issues, and to observe the different experiences and approaches across Canada.It is clear that many challenges and questions remain, but these uncertainties also create opportunities for change. Our esteemed faculty of nationally recognized experts will take attendees through the contemporary landscape of Métis issues, and the contours of Métis rights and Métis identity. This program will also explore current litigation (including class action proceedings), and why there is a need for a separate Métis claims process. Southern Interior Local Government Association 2024 Convention

The convention committee is planning an ambitious program including many excursions around Kamloops highlighting the unique learning opportunities the Tournament Capital has to offer.
The convention starts on the afternoon of Tuesday, April 30th with many options, including golf and tours of Kamloops Wildfire Park, Rocky Mountaineer coach and the Kamloops Art Gallery. The convention evening entertainment kicks off with Pub Night at Cascades Casino.

Indigenous Perspectives in Climate Action (CLM425)
Indigenous peoples are among those that contribute the least to the climate crisis yet are impacted the most through the loss of lands, waterways, and changing weather patterns. They are also structurally excluded in the political discourse and policy processes that combat the effects of climate change. Despite this suppression of rights and decision-making authority, many Indigenous communities have demonstrated significant leadership on climate action.This course will introduce Indigenous worldviews and knowledge systems and explore how they relate to science and climate action. You will explore an Indigenous rights-based approach in order to develop the skills to respectfully and reciprocally engage with Indigenous communities on climate action. Understanding the major role that colonization plays in the climate crisis is an essential lens for this course.

There are two opportunities for session participation at the Annual Training Conference: workshops and clinics. Please refer to the session details and tips offered below prior to submitting a proposal.
Workshops
These are either half or full-day in length sessions, typically taking place on the Tuesday – but may also take place on other days of the conference. These sessions can either be free for conference attendees or cost to attend.
Clinics
These are sessions that range from 45 minutes to 180 minutes in length. Typically, 6 - 8 clinics are offered on the Wednesday and Thursday. Clinics are free for conference attendees.
Proposal Guidelines
The proposal submission process is comprised of the following steps:
- Call for proposals: First week of November
- Proposals received until First week of December
- Conference Committee deliberates: December
- Proponents are informed of results by end of January
- Successful applicants must confirm their session description and list of presenters in January, for inclusion in the conference agenda
- Presenters must agree to submit all PowerPoint and multimedia files for their presentation to upload to our website

Info Session: Preventing Waste in B.C.: Non-Residential (ICI) Packaging
When: May 14 - 15, 2024
Most British Columbians have access to recycling at home through curbside blue boxes or depots, however up to half of packaging used outside the home is being sent to landfill. This includes sites like offices, schools, restaurants and schools. The province is working to prevent packaging and plastics from entering our environment and landfills through strengthened policies making it easier to prevent waste when outside the home.
Join us for a deep dive into the Ministry of Environment and Climate Change Strategy’s newly released discussion paper on the prevention of waste from non-residential (or ICI) packaging.
These info sessions will go over the content of the discussion paper, including proposed desired outcomes and possible future policy approaches. The session will also provide information on how you can provide your input on this topic, through workshops, a questionnaire or written feedback.

Design and Construction of Permeable Pavements

The use of permeable pavements for stormwater management is gaining rapid acceptance across North America. While permeable pavements have been around for a long-time, poor performance is not unusual. This webinar highlights best practices for the design, construction and long-term maintenance of asphalt, concrete and interlocking concrete permeable pavements. Lessons learned from the preparation of a new ASCE Standard for the Design of Permeable Pavements is presented.
Guide construction specifications, construction and maintenance guidelines are provided via checklists. A key tool for assessing surface infiltration and subsequent vacuum cleaning is adoption of an ASTM surface infiltration test for PICP. The purpose of this course is to develop an understanding of the key features of design, construction and maintenance of PICPs to assist agencies and other owners to implement permeable pavement system for economical stormwater management.

FCABC Conference & Education Summit
When: June 2 - 6, 2024
2024 will see the BC Fire Expo and FCABC Conference and Education Summit in Kamloops, BC from June 2-6. The BC Fire Expo will be at the Sandman Centre and the Opening Ceremonies, Banquet and Education will be at Thompson Rivers University. There is no host hotel for 2024 as Kamloops does not have one hotel that can accommodate all of our delegates, but we have negotiated special rates at the Sandman Signature, Delta/Marriott and Best Western (Columbia St) hotels.
We are making some changes for 2024:
• We are exploring the possibility of 9 holes of golf on Saturday evening with a later dinner.
• The BC Fire Expo will open at noon instead of 11am at the request of the trades that needed more time for setup, but still close at 7pm with dinner provided. Monday remains the same with the show opening at 9am and closing at 3pm.
• There will be NO Sunrise Sessions this year, instead we will be offering a “working breakfast” from Tuesday to Thursday.
• There will be longer Network Breaks (except Thursday morning) and longer lunch breaks to give you more opportunity to network.
• We are also looking into a Tuesday after sessions Networking Social in the Den at TRU.

Development & Amenity Cost Charges - Legislative Changes & Transitional Policy Implementation

The Provincial government has released new legislation which updates the current Development Cost Charge framework in the Local Government Act and Vancouver Charter. This session will provide a discussion on the new framework including refinements to current approaches presently being used throughout BC and additional information needed to comply with new legislative requirements. In addition, this workshop will provide an overview of the ”best practices” employed across Canada along with their legislative and accepted approaches to these charges. For discussion purposes, a review of policies throughout Metro Vancouver municipalities will also be discussed. In addition, a new revenue tool is being proposed called an Amenity Cost Charge. This presentation will consider current approaches to recovering various costs along with comparative approaches in place across Canada and provide insight into how the future charges may be developed.

2024 Boot Camp

Boot Camp is designed for municipal and regional district finance professionals who are new to local government, are responsible for finance functions and aspire to be a statutory financial officer, or are in the statutory financial officer role and want a better grounding in the requirements and responsibilities of the position.
Location: University of Victoria
This is a residential program held every summer at the University of Victoria. The fee includes four days of accommodation, all meals and refreshments as well as workshop materials. Participants are required to stay at the University of Victoria accommodations in order to gain the full benefits of the program.

The competencies gained in this program will serve as a foundation for passing the theoretical component for the EOCP Level I certification examinations for all four facility/system types.

About the Conference:
CAMA's first National Conference for Executive Assistants in Local Government will be held from November 3-5, 2024 in Fredericton, New Brunswick.
The Conference is set to be hosted at the Fredericton Convention Centre, conveniently located just a 15-minute drive from the Fredericton International Airport. The Registration Desk will be operational from 4:00 p.m. to 8:00 p.m. on Sunday, November 3, 2024, and it will be followed by the grand kick-off event—the Welcome Reception, commencing at 7:00 p.m. On Monday, November 4th, you can expect a day filled with valuable professional development sessions and ample networking opportunities, culminating in a lively Maritime Kitchen Party in the evening. The Conference will draw to a close at 4:00 p.m. on Tuesday, November 5, 2024, with an impactful Closing Keynote address. The duration of your stay will depend on your flight schedule, requiring accommodations for three to four nights (either arriving on the Saturday or the Sunday and departing on Tuesday evening or Wednesday).
