Vancouver Moving into Phase 2 of Women's Equity Strategy

VANCOUVER – The City of Vancouver is reaffirming its commitment to advance gender equity under new objectives and actions during Phase 2 of the Women’s Equity Strategy 2018-2028 PDF file (5 MB).

On March 10th, Vancovuer City Council approved a progress report PDF file (263 KB) and directed staff to implement 19 Phase 2 Actions during 2021-2023 under five priority areas:
 
  1. Implementing an Equity Framework across City departments, to ensure the City’s decisions, programs, and plans provide equitable access to all residents—including the most marginalized
  2. Increasing women’s sense of safety in public spaces by at least 10% by 2025, including specific measures aimed at improving the health and safety of sex workers
  3. Adding up to 2,300 new affordable, accessible and licensed childcare spaces to Vancouver’s supply, through an MOU with the Province, to support women’s full participation in the workforce
  4. Creating a range of affordable housing choices for women of diverse backgrounds, within our overarching goal of 72,000 new homes across Vancouver over the next 10 years for various incomes and circumstances
  5. Removing barriers within the city for women in under-represented occupations and leadership positions, by elevating visibility, influence, representation, and contribution of all women across our organization


“We know that women continue to face difficulties in accessing childcare, housing, and safety in public spaces, and that the COVID-19 pandemic has further exacerbated these issues,” said Paul Mochrie, Acting City Manager. “These Phase 2 Actions of our Women’s Equity Strategy are concrete steps the City can take to address these long-standing pain points, which will assist some of the women most impacted by the pandemic.”


Phase 1 Actions implemented

The Women’s Equity Strategy Updates and Next Steps report PDF file (263 KB) also outlined key outcomes from Phase 1. Since the Strategy was adopted in January 2018, most Phase 1 Actions have been implemented, including:
 
  • Acceptance into the UN Women’s Global Flagship Initiative, Safe Cities and Safe Public Spaces for Women and Girls 
  • Creation of 1,144 new childcare spaces
  • Ensured that at least 50% of new hires in senior leadership were women, leading to an increase of women’s representation in senior leadership to 39% 
  • Development and implementation of a breastfeeding in the workplace policy for City staff
  • Internal and public campaigns on the 16 Days of Activism against Gender-Based Violence in 2018 and 2019


Phase 2 Actions

Phase 2 Actions of the Strategy will begin to address the systemic barriers to full inclusion that were identified during Phase 1, and will continue to build on the work accomplished in Phase 1.

City staff will coordinate implementation of the Phase 2 Actions in consultation with the Women’s Advisory Committee, and will provide annual progress reports to Council.
