Stewardship Bylaws: A Guide for Local Government

Abstract:
The guide provides a framework to help local governments develop a coordinated set of bylaws in support of stewardship objectives. It provides an overview of the bylaw tools available to local governments, the policy considerations, and the steps to follow for bylaw preparation. It compares a “blanket” stewardship bylaw approach to a development permit area approach.  The bulk of the guide is comprised of sample bylaw language for a variety of bylaw types. Finally, an appendix covers tips for drafting enforceable bylaws.
