Field Operations Technician

Our Water Services Department is seeking a Field Operations Technician who will bring excellent communication, interpersonal, problem solving and organizational skills with demonstrated professionalism and the ability to interact with all levels of the organization.

Your technical expertise, problem-solving abilities, and commitment to excellence will be instrumental in maintaining our infrastructure, resolving issues, and delivering exceptional service to our customers.  This position plays a critical role in ensuring the smooth functioning of our operations in the field.
 
Reporting to the Superintendent of Field Operations, the Field Operations Technician is part of the team responsible for working on the coordination of operations on the region’s drinking water supply system. The water supply system consists of over 520 km of large diameter water mains, 19 water pump stations, 26 water storage reservoirs, and 5 dams. 
 
This role: (The duties described are intended to be representative of the position and are not to be considered as all inclusive)

  • Create, analyze, schedule and maintain water transmission system operational maintenance programs.  Recommend improvements related to water operations, system design, infrastructure maintenance, operating budgets and cost estimates.
  • Prepare long-term operational plans and gather and document operational metrics for the water transmission system.  Maintain and create reports using the work order management system.
  • Prepare operational procedures, system lockouts, environmental management plans, as well as various reports, presentations, and manuals related to the operation and maintenance of the water transmission system.
  • Participate in ensuring environmental, isolation, and safety plans are in place for work related to the repair and operational maintenance of the water transmission system.
  • Assist with conveying technical direction to USO staff on various projects and programs.
  • Coordinate the construction of minor components for various upgrades and repairs to transmission system; liaise with electrical, mechanical, and technical support or engineering staff.
  • Prepare cost estimates and business cases for construction and operating projects and implement effective cost control.  Prepare cost estimates and budgets for work requests. 
  • Develop tender documents for operational maintenance materials, equipment and contract services. Assist with the evaluation of tenders and prepare recommendations, specifications, and requisitions for materials, equipment and contract services; check drawings, equipment and completed work for conformance to specifications and operations requirements.
  • Prepare and process various permit applications for operational maintenance work. 
  • Prepare and submit “sketches” and/or accurate as-built information to allow draftspersons to complete record drawings.
  • Provide responses to verbal and written inquiries from local government members, external parties, and MVRD personnel; perform a variety of office duties including the record keeping related to contracts, specifications, drawings, charts, inspections, and environmental reports.
  • Perform site inspections and make onsite fields visits to review and gather information for current and future projects as well as the departmental asset management program.
  • May perform some duties of the Utility Systems Operations Technician in their absence.
  • Performs other related duties as required.

 
To be successful, you have:

  • Graduation from a two-year Diploma Program in Civil Engineering (or a related discipline) with 5 years of sound related experience in water or sewer design/construction or operations or san equivalent combination of education and experience.
  • Membership or eligibility for membership as a Civil Engineering Technologist with the Association of Applied Science Technologists and Technicians of BC.
  • Experience with design, construction, and operation of water facilities.  Ability to complete small design work (i.e. small diameter pipework).  Good working knowledge of municipal/regional water transmission systems.
  • Sound knowledge of engineering mathematics, hydraulics, water transmission operational maintenance practices, construction inspection, and quality control methods and procedures.
  • Ability to read and interpret architectural and engineering drawings and specifications.
  • Ability to communicate effectively verbally and in writing.  Ability to understand and carry out oral and written instructions with minimal supervision. 
  • Sound knowledge of MV corporate and safety policies and procedures along with WSBC regulations and guidelines and other relevant legislation (i.e. environmental regulations)
  • Ability to maintain an effective work schedule and perform a variety of filing and organizational tasks related to transmission system operations functions.
  • Strong organizational skills including the ability to multi-task and assess priorities.
  • Ability to establish and maintain effective working relationships with external parties, public utilities, the public, local government members, federal and provincial agencies, and MVRD staff.
  • Demonstrated ability to use work order management software, maintenance and asset management tracking and reporting tools, project scheduling, spreadsheets, data bases and word processing software effectively.
  • Physically capable of performing the duties of the position.
  • Valid Class 5 B.C. Driver's License.
