As the Senior Project Manager, Civic Development, you will be responsible for major civic building initiatives, with a focus on pre-design work (i.e. needs assessments, feasibility studies, business cases, functional programs, master plans, project governance and charters, identifying stakeholders and early engagement), and once the Initiation and Planning phases have concluded, you will be able to transfer the project to the delivery team to complete the Design, Execution and Close Out of the project. In this role you will oversee and direct the work of technical staff, architectural and engineering consultants and contractors along with being the City’s representative and project manager for major civic building initiatives. You will prepare terms of reference for pre-construction proposals from external consultants; evaluate and select proposals and tenders for major projects; review and approve architectural and engineering design and drafting work performed by consultants and ensure conformance of contractor’s work to project’s scope, city standards and specifications. As a Senior Project Manager, you will have the ability to review and prepare specifications, cost estimates, plans and contract documents related to pre-construction of major civic building projects, renovations and repairs of major assets. You will have the opportunity to get out into the field and conduct inspections while monitoring and evaluating the work of subordinates. Back in the office, you will prepare complex technical reports for Committees and Council and leading the City’s departments in matters pertaining to agreements between the City, consultants and contractors. Performs related work as required.

Qualifications include a Degree in Architecture, Urban Land Economics, Urban Planning and Design, or Engineering in addition to a minimum of 10 years of relevant experience in development and construction in a leadership role and/or an equivalent combination of education, training and experience. The role requires thorough knowledge of architectural design, facility planning, engineering and construction principles and practices as well as BC Building Code, the rules, regulations, and policies governing the construction industry; and Project Management Body of Knowledge (PMBOK) guidelines and standards. You will have the ability to direct the initiation and planning of a variety of major civic buildings and facilities; establish and maintain effective working relationships with a wide variety of internal and external contacts and stakeholders. Working independently and within a team environment, you will partake in problem solving; establishing priorities and accomplish objectives in a timely manner; as well as leading and resolving contract disputes. Other skills required would include the use of various software applications such as MS Office, Enterprise Resource Planning (ERP) and Project Management software. A Driver’s Licence for the Province of British Columbia.
