Manager, Development Projects


Position Purpose
The Manager, Development Projects is responsible for a range of activities in support of the development and redevelopment of new affordable housing. Reporting to the Manager, Planning and Capital Projects, this is a leadership role responsible for delivering the CRHC’s five-year Major Capital Plan, valued in 2024 at $316M, and funding the development of over 800 new affordable rental units by 2028. This position will oversee a team of Sr. Project Leads while working interdependently with other CRHC and CRD divisions as well as collaboratively with other levels of government and private sector partners to increase the supply of affordable, inclusive, and adequate housing across the region.

Key Accountabilities/Position Outcomes

  • Provides leadership and consultation on the planning, implementation and delivery of affordable housing development and redevelopment projects, including project conception, opportunity identification, scoping, workflow planning, budgeting, timeline development, risk identification, municipal approval requirements, and determining project capacity requirements.
  • Prepare and recommend approval of affordable housing plans, projects and program funding levels submitted for committee, commission and board approval and recommends approval of affordable housing for the Committee/Board.
  • Review, monitor and analyze long range and annual affordable housing projects to provide options, recommendations and advice on appropriate direction and to proactively address potential issues.
  • Develop complex project management, business and development plans and provides expertise, advice, and support for high profile affordable housing projects internally and affordable housing projects led and initiated by external consultants.
  • Ensures policies, processes and systems are adhered to, to ensure new development and redevelopment projects are delivered within the established budget, timelines, and defined scope.
  • Recommends improvements to project management systems and processes to gain efficiencies in an increasingly competitive sector.
  • Use diplomacy and strong communication, presentation and relationship building skills to create and maintain a network of stakeholders including partners (e.g., Contractors, BC Housing, CMHC, etc.), elected officials and other internal and external groups to support capital project delivery.
  • Provides leadership, direction and guidance to staff on a range of matters including ongoing staff development, ensuring adherence to corporate and division policies, procedures, labour relations and standards.
  • Drafts presentations, briefing notes as well as internal and external progress reports, as required.
  • Provides backfill and takes an active project management role during vacancies, absences and during project initiation to maintain continuity of oversight on all assigned projects.
  • Prepare Letters of Intent, Memorandum of Understanding and other legal agreements for potential opportunities.
  • Apply for funding and financing, including alternative sources of funding.
  • Provides after-hours emergency support to standby staff, as required.
  • As a member of the Regional Housing management team, works collaboratively with all CRHC staff and other CRD divisions to ensure strategic, capital, operating and business objectives as well coordinated and resources are managed to create a highly functioning, fiscally responsible organization.


Qualifications

  • Technical diploma in a related discipline
  • A minimum of 5 years' progressively responsible experience
  • An equivalent combination of education and experience


Certifications
Valid BC Driver's Licence

Role Specific Knowledge, Skills, and Abilities

  • Demonstrated leadership experience. Preferably in a unionized environment.
  • Skills in negotiation, collaboration, persuasion, and influence management.
  • Extensive project management experience and the ability to manage multiple projects and/or programs to meet required objectives and deadlines.
  • Demonstrated communication and presentation skills with the ability to explain complex technical and nontechnical issues to stakeholders.
  • Demonstrated partnering skills, including collaboratively working with internal and external stakeholders; positively, proactively, and effectively working with the public, staff and user groups and with other stakeholders.
  • Experience working on projects funded through BC Housing and CMHC programs would be considered and asset.
  • Exceptional motivation, team building, and interpersonal skills.
  • Ability to lead and develop staff and manage human resource issues proactively.
