The City is about to start implementing a new ERP system and needs to backfill the Manager, Revenue Services role. This role will be a temporary full-time role that is expected to last until 2026 (2 years).

This role will report to the Director, Financial Services. The successful candidate will be responsible for the revenue services section of the department, including overseeing the collection and internal control over City revenue generated through property taxes, user fees and other sources, City Hall reception services, and other revenue related activities of the Financial Services Department, including overseeing employees engaged in these functions. This position is also responsible for accounts payable, preparing components of budgets and forecasts, managing new projects, assisting with year-end financial reports and statements, and making recommendations for amendments to bylaws and policies and to write bylaws and related reports.

The successful candidate for this position possesses an open, team-oriented leadership style and welcomes the challenge of seeking continuous improvements in organizational efficiency. It is essential that you bring proven experience in developing and monitoring revenue budgets. You have a professional accounting designation as well as a minimum of five years progressively responsible financial and supervisory experience, preferably in a municipal and property tax setting.
 
Requirements:
  • Your qualifications include professional accounting designation supplemented by a minimum of five years progressively responsible financial and supervisory experience.
  • Oversee running of Property Taxes including, setting tax rates and associated bylaws and council reports, annual billing and collection, tax sale and other related legislative requirements.
  • Prepare departmental budgets and departmental and revenue forecasts, manage new projects, assist with year- end financial reports and statements, and make recommendations for amendments to bylaws and policies and to write bylaws and related reports.
  • Overseeing the running of the quarterly Utility Billing, including rate setting and associated bylaws and council reports.
  • Overseeing the collection and internal control over City revenue and employees engaged in these functions.
  • Oversee the collection of parking and bylaw violations, including collections processes.
  • Administering the City’s fees and charges bylaws.
  • Oversee accounts payable.
  • Oversee the reception area of City Hall and payment processing for the various payments made to the City.
  • Managing employees on a daily basis
  • Other duties as required.
