About the role:
The Manager, Capital Accounting is responsible for assisting in the development and implementation of the overall strategic direction of all aspects of Capital Accounting. The Manager, Capital Accounting provides leadership within the Capital Accounting Department, coordinating and overseeing the financial/management reporting functions (internally and externally), and the recording and tracking of all capital asset acquisitions and disposals within Interior Health (IH). The Manager, Capital Accounting plays a key role in managing relationships with internal partners to ensure the timely purchase of capital assets and external funding partners including the Ministry of Health, the Foundations, and Regional Health Districts.

Some key duties: 

  • Responsible for all aspects of accounting and financial management reporting functions for all capital transactions within IH in accordance with organizational policy, GAAP, MIS Guidelines, and governmental requirements.
  • Manages the capital accounting staff, including recruitment, management and termination as required.
  • Ensures all financial transactions have been reflected appropriately and completely in the financial statements.
  • Jointly with Manager, Accounting and Treasury Services, determines deadlines applicable to all financial services teams; plans, prioritizes, and coordinates workload; troubleshoots issues impacting both the Accounting and Capital Accounting functions to ensure the coordination, accuracy, and timeliness of the overall financial processes for IH.
  • Provides advice, support and coverage for Manager, Accounting and Treasury Services.
  • Provides strategic advice and direction to IH leaders on financial issues related to optimal timing and options for purchasing capital assets.
  • Oversees the preparation of internal period end reports and yearend working papers, and leads the submissions and responses to external auditors and Ministry.
  • Oversees the accurate and timely compilation of financial reports for submission to the appropriate governing bodies (i.e. Appendix C, Quarterly Financial Public Reporting, Federal Statistical Reports, Capital Budget, and Cash Flow reports, etc.).
  • Oversees the compilation of internal reports (e.g., Annual Capital Budgets, Cash Flow, and Capital Expenditure).
  • Develops and implements the automation of systems to increase efficiencies within IH.
  • Performs other related duties and works on special projects as assigned.

Qualifications
Education, Training, and Experience

  • Certified Professional Account (CPA) designation is required
  • A minimum of seven to ten years of progressive management experience working in a complex computerized environment.

  • Demonstrated ability to communicate effectively verbally as well as in writing.
  • Proven analytical and problem-solving skills.
  • Excellent knowledge of financial management and reporting.

  • Excellent knowledge of complex computerized systems.
  • Sound understanding of current healthcare issues.
  • Physical ability to perform the duties of the position.


Comments
Salary range for the position is $102,938 to $147,974 and starting salary will be based on education, training and experience.
