Integrated Operation and Maintenance Planner & Scheduler


Summary
This position coordinates with internal operation and maintenance stakeholders to ensure all Water and Wastewater Infrastructure Operations work is planned, scheduled, and prioritized in accordance with asset criticality to minimize risk to employee health and safety, public health, the environment, and infrastructure while maximizing efficient use of resources. These positions provide overall planning expertise with a focus on projects requiring electrical and industrial mechanic trade support and resources. The position provides ongoing advice, direction, and technical expertise to gather and interpret information across operations and maintenance disciplines to plan work, create operational efficiencies and make operational recommendations.
 
Key Duties & Responsibilities
  • Performs all work in safe manner compliant with CRD Safety Policies, Practices and Procedures.
  • Develops and updates schedules to ensure scope, milestones and project deliverables are identified, understood, resourced, and completed.
  • Identifies and documents scope of work, identifying project schedule as well as identifying potential delays; develops strategies and solutions and provides updates and project progression expectations.
  • Liaises, plans and schedules maintenance related work with Operational Managers, Field Supervisors, and staff. 
  • Plans and delivers Operational and Maintenance preventative and corrective maintenance work order packages and initiatives.
  • Implements and updates maintenance plans, in collaboration with other IWS divisions, to maximize the efficiency and effectiveness of available internal and external resources.
  • Interprets the impacts on schedule of proposed changes and analyzes information to recommend solutions and alternative recommendations.
  • Reviews work completion data, key performance indicators, and forecasting trends, including reviewing risks associated with non-compliance to the maintenance plan. Makes recommendations to the area Field Supervisor and Manager with a goal to ensure compliance and operational efficiencies.
  • Makes recommendations to Management and Field Supervisors to maximize the operational performance of the team and contribute to the ongoing forecasting and planning of future resource requirements (people, budgets, equipment, information, and data) to deliver operational plans.
  • Provides reporting and recommendations, including timely, accurate, and up-to-date project schedule reporting including progress, trends and forecast and variances. Performs variance analysis, schedule trending and alternative scenarios.
  • Monitors work processes to ensure accuracy, completeness, and compliance with standards and specifications.
  • Schedules preventative and corrective work orders in an efficient and prioritized manner.
  • Coordinates the provision of comprehensive work packages (such as prep requirements, historic documents and parts/equipment) for all planned work activities including site specific hazards, risk assessments, bill of materials, spare parts, and equipment and past maintenance history.
  • Audits and reviews work orders on close-out and liaise with Corporate Asset and Maintenance Management to update the work orders to accurately reflect the actual time and costs required to complete the work along with equipment tracking documentation.
  • Provides input to the continuous improvement of existing procedures and practices, primarily with respect to work planning and scheduling.
  • Works with the Field Supervisors and Corporate Asset and Maintenance Management to develop and implement efficiency improvements to maximize the use of internal and external resources – people, tools and equipment.
  • Prepares and maintains a variety of work records, reports and related material.
  • Works with internal stakeholders to recommend, develop and implement technical tools to assist with work order planning and scheduling.
  • Works collaboratively with internal stakeholders, ensuring common understanding, cooperation and buy-in to ensure operational objectives are achieved.
  • Assists Management with the preparation and coordination of operating and capital budgets through work planning and forecasting tools.
  • Liaises with internal partners on projects and provides recommendations on project initiatives and schedules.
  • Follows all policies, procedures and standards of the CRD.
  • Performs other related duties as required.
 
Key Skills & Abilities
  • Excellent communication (verbal and written), interpersonal and customer service skills are required.
  • Demonstrated ability to prepare clear and succinct project scope and planning documents for technical and non-technical audiences.
  • Demonstrated time management and project scheduling skills, including the ability to establish clear and succinct deliverables, milestones, timelines and roles and responsibilities.
  • Proficiency and experience with MS Office and ERP software such as SAP Plant Maintenance
  • Skilled in accurate and prompt data entry and checking source information
  • Knowledge in scheduling and routing of maintenance programs
  • Proficient with the evaluation and analysis of maintenance data and information; demonstrated ability to identify quantitative trends and recommendation process efficiencies
  • Demonstrated experience with project management and project planning methodologies
  • Knowledge of general office procedures and equipment
  • Ability to work under pressure and to organize, set, and maintain priorities and meet tight deadlines
  • Ability to work collaboratively with team and internal users as well as the ability to work independently when required
  • Demonstrated ability to build collaboration, program support and buy-in, ability to demonstrate program effectiveness and focus on continuous improvements.
  • Demonstrated leadership, ability to provide guidance and direction and establish collaborative working relationships.
  • Ability to learn new software programs
  • Ability to provide customer support in a timely manner
  • Ability to use own initiative in solving daily routine inquiries and reconciliation
  • Knowledge and understanding of WorkSafeBC practices/protocols, Workers’ Compensation Act and OHS Regulations and other relevant safety statutes.
  • Ability to work independently, take initiative, and be capable to make decisions of a complex nature.

Qualifications
  • Red Seal Electrician or Red Seal Millwright
  • A minimum of 6 years' directly related experience
  • Experience providing leadership and direction
 
Certifications
  • Valid BC Driver's Licence
