Agricultural Organic Waste Equipment Rentals, Wood Salvagers and Haulers
Expression of Interest
The Regional District of Okanagan Similkameen (RDOS) has provided onsite agricultural chipping services for over a decade. The RDOS is looking to improve these services to provide more options for agriculturists. The RDOS is seeking Expressions of Interest from businesses or individuals that can provide service to the agricultural community within the RDOS for:
- Renting chipping, grinding or flailing equipment to agriculturists,
- Salvaging agricultural wood,
- Waste haulers capable of collecting and/or shipping agricultural waste to landfills.
Renting Chipping, Grinding or Flailing Equipment
The RDOS wants to promote available service providers to local agriculturalists. The Regional District will not enter into contract for these services. This is not a solicitation for equipment and the RDOS will not be purchasing equipment through this Expression of Interest.
The RDOS comprises the south Okanagan and Similkameen valleys. Communities and rural areas include Naramata, Penticton, Summerland, Okanagan Falls, Oliver, Osoyoos, Cawston, Keremeos and Princeton. These communities and surrounding rural areas contain a variety of orchards and vineyards that produce agricultural waste. Support for agricultural chipping arose from the desire to reduce smoke pollution from open burning. Presently the program allows the Regional District to pay for 75% of the cost for agricultural chipping on agricultural properties.
The RDOS would like to review options for safely reducing wood smoke to assist agricultural properties.

SCOPE OF WORK FOR DISCUSSION
The Regional District is seeking to promote businesses or individuals that provide the following services:
The business will be fully responsible for supplying rental equipment to an agriculturist to allow for chipping, grinding or flailing of agricultural organics. The business will provide a receipt for the rental to the agriculturist. The agriculturists, not the rental business, will be responsible for working with the Regional District for any financial reimbursement. The Regional District may request that the rental business confirm to the Regional District that a machine for flailing, grinding or chipping was rented that matches the receipt provided by the agriculturist. No formal agreement will be required with the RDOS.
The Regional District intends to promote the rental business for the purposes of grinding or flailing agricultural organics.
Salvaging Agricultural Wood
The business or individual will be fully responsible to work with the agriculturist to come to a property and salvage wood. The salvager will bill the agriculturist directly as required. The agriculturists will be responsible for working with the Regional District for any financial reimbursement as applicable. The Regional District may request that the salvager confirm with the Regional District that work was done that matches the receipt provided by the business to the agriculturist.
The Regional District will promote the business or individual for the purposes of salvaging agricultural wood.
Collection and Shipping of Agricultural Waste to Landfills
The hauling business will be fully responsible to work with the agriculturist to provide the necessary bins and/or equipment to load and ship agricultural organics to the landfill. The hauler will bill the agriculturist directly as required. The agriculturists, and not the hauler, will be responsible for working with the Regional District on any financial reimbursement. The Regional District may request that the hauler confirm with the Regional District that work was done that matches the receipt provided by the business to the agriculturist.
The Regional District will promote the business or individual for the purposes of hauling agricultural organic waste to the landfill.
The provider of work will be solely responsible for site management and health and safety relating to their work.
In terms of rentals, salvaging and hauling services, the Proponent will only be asked to verify any invoices provided for the service provided. Theses service providers will work directly with the agriculturist and the Regional District will only advise agriculturists about available services.
