Geographic Information System (GIS) Software


Requests for expressions of interest are invited from companies to install, supply and maintain a new web mapping GIS system to meet the City of Merritt’s growing demand. In 2018, a Business Needs Analysis (BNA) of the current City of Merritt GIS system and process was completed, which indicated the need for a new system to support community economic growth.

The scope of work for this project will include:

  • A demonstration of operational hosted GIS products
  • A review of the City of Merritt’s BNA
  • Installation of a new web mapping system, specifically ensuring key functions (such as printing and searching) and key data are working and meeting the City’s needs
  • Update and incorporate Parcel and Address data sets such as Parcel Map BC
  • Add the City’s 2016 orthophoto to the web mapping application
  • Develop automated processes that will ensure key data sets (Parcel and Address data sets) are updated in the web mapping system on a regular basis
  • Historical Infrastructure and Planning Source CAD Data Updates - Update the corporate infrastructure and planning CAD data sets (Includes source data (e.g. CAD) updates and web mapping data synchronization.)
  • Integrate with current municipal software and future asset management software


It is anticipated that the company would work directly with City of Merritt staff and have a completed program operational before December 21, 2019. The company will be required to implement a phased approach to add new tools and functions to the application.

The company will create visually attractive, informative user interface with both digital and hard-copy guidance documents and user guides to the City of Merritt on the use of the GIS Software. The ideal company will have knowledge of GIS best practices and experience in conducting similar projects in other municipalities.

Deadline for submissions is February 26, 2019. It is anticipated that project implementation will commence on April 1, 2019. The new GIS system project must be completed by December 21, 2019.
