Senior Manager Regional Parks


Position Purpose
This position is responsible for providing professional leadership and visionary direction in the operation of CRD Regional Parks. Major responsibilities include leading strategic and operational initiatives, and providing short and long range planning, strategies, leadership and expertise, to the operation, strategic direction and mandate of the Regional Parks division. As division head, the Senior Manager oversees and ensures the coordination of all activities within the division, including: parks operations, visitor services and community development, and parks planning, resource management and development. This position also provides leadership and direction for community parks and recreation in the Juan de Fuca and Southern Gulf Islands Electoral Areas.

Key Accountabilities/Position Outcomes

  • Provides senior leadership, strategic direction and expertise in all matters relating to the Regional Parks operation, strategic direction and mandate including: parks operations; visitor services and community development; and parks planning, resource management and development.
  • Provides senior support, technical and administrative advice and information to the General Manager, the Parks Committee, and the Board as needed on matters relating to the Regional Parks operation; recommends policy to the General Manager, and directs the interpretation of such to staff and stakeholders as adopted.
  • Develops the strategic approach and implements the supporting business plans and work programs required to achieve the priorities and overall goals laid out in the Regional Parks Strategic Plan.
  • Responsible for assigning and leading the work of the Regional Parks staff, including matters pertaining to labour relations, corporate and division policies and procedures, and standards.
  • Provides direction to the manager/staff responsible for community parks and recreation in the Juan de Fuca Electoral Area. Provides strategic direction and corporate support to various commissions delivering community parks and recreation on the Southern Gulf Islands.
  • Serves on CRD management teams, and represents the Division and Department in a leadership capacity on various municipal initiatives. With considerable independence, works collaboratively with the General Manager on matters pertaining to the Parks and Environmental Services department and the CRD as a whole.
  • Determines current operating requirements and leads the preparation of operating and capital budgets for the Division, authorizes expenditures, and ensures appropriate budgetary controls in line with corporate standards.
  • Ensures that a positive and proactive partnering approach to service delivery is established, used and maintained in the delivery of programs, and that service is delivered effectively, efficiently, economically and within budget.
  • Works closely and proactively with other CRD functions, partners, special interest groups and stakeholders to ensure programs and approaches are aligned to business needs, and provides leadership on systems and approaches that will enhance service delivery.


Qualifications

  • Degree in a related discipline
  • A minimum of 10 years' directly related experience
  • An equivalent combination of education and experience


Certifications
Valid BC Driver's Licence

  • Significant and demonstrated senior leadership experience, preferably in a unionized environment.
  • Demonstrated experience in strategic parks planning, operations and community engagement.
  • Demonstrated ability to deal frequently with highly sensitive and confidential situations involving the exercise of utmost tact, discretion, and judgement.
  • Exceptional motivation, team building, and interpersonal skills.
  • Thorough knowledge and understanding of the application of leadership and management principles, administrative, financial and budgetary processes.
  • Demonstrated partnering skills, including collaboratively working with inside and outside stakeholders; positively, proactively and effectively working with public officials, the public, staff, user groups and other stakeholders.
  • Excellent written and oral communications and presentation skills.
  • Excellent understanding of the nature of regional government programs, politics, related regulations and acts and service delivery model.
