Use of Modular Accommodation Facility

Request for Expression on Interest


Purpose
The District of Sicamous (the “District”) is seeking expressions of interest from the general public looking to use the District-owned modular accommodation facility (the “Facility”) at 1117A Eagle Pass Way.
 
Background and Details of Facility
The District purchased the Facility in 2020 for housing seasonal sports teams and other recreational users. In March of 2024, the main tenant of the Facility gave notice that they would no longer be requiring the Facility.
 
The past tenant of the Facility entered into a part-year lease agreement with the District (September 1 to March 31). From April to August, the Facility has been used to house a variety of users, including umpires for local fastball tournaments, players for summer hockey camps and firefighters during local emergencies.
 
The Facility is set up in a bunkhouse style, with 12 rooms, each equipped with one bunk bed. There are two communal toilet facilities and one communal shower room with laundry. Two of the rooms have their own designated full washroom. There is one communal kitchen, dining and entertainment area.

Submission
The following information is to be included in the Expression of Interest (EOI) submissions:
  1. A completed submittal form - see Appendix A.
  2. A brief company or individual profile to give the District an understanding of the organization or person submitting the EOI, as it relates to the proposal submitted. For example, if a company is proposing to lease the Facility and sub-lease space within it, the profile should give a company background showcasing experience in leasing out accommodation space.
  3. Detailed outline of how you propose to use the space. Please include as much detail as possible, including any challenges you foresee and how you plan to overcome them.
  4. Since this Facility is in a public park and next to an elementary school, please explain at minimum the following:
    • Planned screening process for individuals staying in the Facility;
    • Proposed Facility rules (examples: restrictions on parties, noise, alcohol, and drug use); and
    • Proposed parking arrangements.
  5. Proposed terms of lease and options (e.g., three-year lease, with an option to renew for an additional year) – if applicable.
  6. List proposed improvements/renovations (if any), identifying any changes to the Facility required.
