Forced Air Burning Service for Agricultural Organic Waste
Expression of Interest
The Regional District of Okanagan Similkameen (RDOS) has provided onsite agricultural chipping services for over a decade. The RDOS is looking to improve these services to provide more options for agriculturists. The RDOS is seeking Expressions of Interest (EOI) from businesses or individuals that can provide service to the agricultural community within the RDOS for:
- Provision of onsite service for forced air burning;
- Rental and education for onsite service for forced air burning.
The RDOS seeks to promote available services to agriculturalists. The Regional District will not enter into contract for these services.
This is not a solicitation for equipment and the RDOS will not be purchasing equipment through this Expression of Interest.
The RDOS comprises the south Okanagan and Similkameen valleys. Communities and rural areas include Naramata, Penticton, Summerland, Okanagan Falls, Oliver, Osoyoos, Cawston, Keremeos and Princeton. These communities and surrounding rural areas contain a variety of orchards and vineyards that produce agricultural waste.
Presently the program allows the Regional District to pay for 75% of the cost for agricultural chipping on agricultural properties. The RDOS Board has committed to provide a similar subsidy for onsite agricultural forced air burning.
The RDOS would like to review options for safely reducing wood smoke to assist agricultural properties.
SCOPE OF WORK FOR DISCUSSION
The Regional District is seeking to promote businesses or individuals that provide the following services:
Provision of Onsite Service for Forced Air Burning
On agricultural properties in the RDOS, the business will be fully responsible for setting up and operating forced air burning of agricultural organics, with a smoke free burn after initial start-up. The business will provide a receipt for the service to the agriculturist. The Regional District may request that the business confirm to the Regional District that the service provided matches the receipt provided by the business to the agriculturist.
The Regional District intends to promote the Force Air Burning Service to agriculturists.
Rental and Education for Onsite Service for Forced Air Burning
Located within or geographically near the RDOS, the business will be fully responsible to work with an agriculturist to rent Forced Air Burning equipment. The business will be responsible in developing an adequate education program to ensure the agriculturist uses the equipment safely, correctly to achieve smoke free burn after initial start-up, and understands local and Provincial laws. The business will bill the agriculturist directly as required. The Regional District may request that the business confirm with the Regional District that work was done that matches the receipt provided by the business to the agriculturist.
The Regional District will promote the business for the purposes of renting Forced Air Burning equipment to agriculturists.
The provider of work or equipment rental will be solely responsible for site management and health and safety relating to their work, and ensures correct operation to achieve a smoke free burn, after initial start-up.
The Regional District will advise agriculturists about available services and work directly with agriculturists regarding financial reimbursement as available. The agriculturists, not the service provider, will be responsible for working with the Regional District for any financial reimbursement.
