Request for Proposals
The City of Trail is seeking the services of a qualified consultant or team of consultants with proven experience completing organizational reviews and evaluations for local governments or similar organizations. The primary purpose will be to undertake a comprehensive review of the City of Trail’s organizational structure in order to identify any gaps or opportunities to create better alignment with services and expectations. In addition, the review will assess staff resourcing levels and whether or not current staffing is sufficient in consideration of such things as the size of the community, the size of the organization, the City’s overall budget and the services that the City is currently providing.
The consultant will be required to develop an understanding of the City current structure, services provided and to gather sufficient data and information that supports the development of options for any change that will result in improvements. Changes to the structure should result in personnel being effectively aligned with services and further consider the integration amongst other departments and any overlaps. In addition, current demands and workloads should be assessed against the structure so established positions are fully rationalized. The assessment therefore should consider staffing levels as part of verifying that positions and position descriptions are sufficient and appropriate based on current or recommended changes in responsibilities. The final structure should be designed to ensure effective and efficient delivery of service that further supports the strategic direction of Council, the goals and objectives of the organization and each operational department.
