The Municipal Finance Authority of British Columbia (MFA) was created in 1970 to contribute to the financial well- being of local governments throughout BC. The MFA pools the borrowing and investment needs of BC communities through a collective structure provides a range of low cost and flexible financial services to our clients equally, regardless of the size of the community. The MFA is independent from the Province of British Columbia and operates under the governance of a Board of Members appointed from the various Regional Districts within the province.
The MFA is seeking an expert partner to work with them on a cohesive vision for the future delivery of the IT services needed to support the business and long-term objectives which include increasing delivery of services online, improving information security, developing rigorous IT management practises, and keeping the cost of IT services at a reasonable level. The goal of the RFP is to identify a suitable partner that will be able to work with MFA management and staff as time allows, provide expert advice and guidance on solution options, and deliver a cohesive IT Strategy. The proponent will need to demonstrate experience and knowledge in Enterprise Architecture, IT Architecture Design, information security, privacy, web application development, cloud services, and IT service management.
The objective is to look at existing delivery mechanisms, business plans, regulatory requirements, and security exposures, and develop a 3-5-year strategic plan and transition roadmap to ensure MFA business objectives are met. The MFA currently relies on one legacy financial management application to deliver service. This application is currently internally supported through two full time staff. Office services (email, file, Active Directory, etc.) are delivered through a local IT service.
The scope includes all IT services (current and future) that the MFA requires to operate their business. The contract duration will be for one year, with options to renew on an annual basis on agreement by both parties. The scope does not include delivery of solution options at this time. If the proponent is able to provide additional services related to the planning and execution of transition plans (i.e. service design, project management, staff training, product implementation, etc.) this may be approved on a case by case basis by MFA.
