HOUSING NEEDS ASSESSMENT
REQUEST FOR PROPOSALS
The Town of Sidney is seeking proposals from qualified consultants to conduct a Housing Needs Assessment intended to assist the Town in strategic decision-making, policy development and existing policy and bylaw updates. The Housing Needs Assessment results will be integral background information for a comprehensive Official Community Plan (OCP) review beginning later in 2019. The project is also intended to fulfill the Town’s obligations under Bill 18 - 2018: Local Government Statutes (Housing Needs Reports) Amendment Act, 2018.
The successful proponent requires a solid understanding of current and projected housing market demand, socioeconomic factors affecting housing, demographics and other relevant factors. In order for the Town to develop policy that supports housing choice for all current and future residents in Sidney, all of the factors underpinning housing demand should be considered, and best practices from other jurisdictions reviewed to develop effective conclusions and recommendations. Housing need within Sidney should also be considered within a broader regional context.
