Request for Proposals:

578 Mountainview Square

Take notice that Kitimat Council is requesting proposals to purchase and develop land at 578 Mountainview Square. The Property will not be sold as a holding property and, if sold, shall be developed upon completion of the purchase in accordance with a Purchase and Sale Agreement. Proposals responding to this Request for Proposals (RFP) must be received by the District of Kitimat before noon, Pacific Daylight Savings Time, 30 May 2019. General conditions of this opportunity are outlined below.
  1. Legal description: Lot 4 District Lot 6032 Plan 8976 PID 006-535-666;
  2. Land transferred in “as is condition”, including existing foundation;
  3. Off-site drainage improvement plan is approved by Municipal Engineer; and drainage works  completed to satisfaction of Municipal Engineer; 
  4. Right to re-enter in favour of District of Kitimat if development permit and building permit  are not issued by 1 March 2020 and building is not substantially complete by 31 August 2022; and 
  5. Minimum  price  $306,000  plus  reimbursement  of  municipal  costs, including public  notice, legal fees and land title expenses.

Selection of  successful  bid  will  reflect  Kitimat  Council’s  desire  for  a  multi- storey,   energy-efficient building;  number  of  jobs  created  or  sustained  by proposed building;  proposed commercial or retail services; and conformance to Downtown Kitimat Design Guidelines and the Official Community Plan (OCP). To maximize potential site coverage, offer of payment-in-lieu of required on-site parking will be considered.

An information package, including legal plan, zoning and related development regulations, Design   Guidelines, OCP  policies  and  detailed  information  about how to request more information and  deliver a response to this RFP is available for review at the District of Kitimat, 270 City Centre, Kitimat BC. The District Purchasing Agent will accept hard-copy and electronic responses to this RFP. A hard-copy proposal must be mailed or delivered in a sealed envelope clearly marked “Lot 4 Land Sale RFP 2019-03-28”. E-mail with attachments up to  90MB  must  be  sent  directly  with  subject   line “Lot  4  Land  Sale  RFP 2019-03-28”.  Proposals  larger  than  90MB  must  be  delivered  by  online  file transfer (FTP) and e-mail link to access the Proposal received before deadline.

This is a Request for Proposals (RFP), and not a call for tenders or request for binding offers. No contractual obligations whatsoever (including “Contract A” under the law of tenders) will arise between the District and any Proponent who submits a Proposal in response to this RFP until and unless the District and a Proponent enter into a formal, written contract for the Proponent to acquire the Property identified in this notice.
