Climate change can be a difficult issue to communicate, due to the scale and complexity of the problem, and the long time horizon between cause and effect. This guide was designed to assist municipal staff in communicating about climate change with their communities. It outlines the WHY, WHEN, WHAT, WHO, and HOW municipal practitioners can best inform and educate the stakeholders in their community. It focuses on the importance of identifying the target audience and assists in tailoring a message to reach that audience, including considerations of timing and appropriate communication tools.  It also outlines common challenges to climate communication, and addresses how these may be overcome.
