The toolkit is a resource to help local governments understand and implement bylaws for the protection of environmental assets in their communities. It outlines the value of sensitive ecosystems to local governments, presents a series of legal tools that can be used in their protection, explains how to use these tools, and gives sample bylaw language from around BC that can be used by communities drafting their own bylaws.

Separate sections of the toolkit address different local government contexts, from rural (regional district), through to urban situations. Key applications (such as Regional Growth Strategies, Official Community Plans, or Zoning Bylaws) are covered with specific information and best practices.

Appendices to the toolkit provide a series of related companion documents including considerations on local governments and climate change planning, First Nations, relationship between federal, provincial, and local government statutes, among others.  The toolkit also provides links to a variety of other related guides, toolkits, or resources that could assist local governments in their efforts.

The toolkit is also available as an online document, enabling easier searching and perusal.
