Estimated Eligible Voter Methodology

The values created for Estimated Eligible Voters for Local Governments are created using information provided Statistics Canada and the Local Government Infrastructure and Finance Branch for the Province of British Columbia.

Estimated Eligible Voters for Municipalities in 2018 are created by:

Calculating the index multiplier between the total population approved by the Minister during the election year with the most recent census value prior to the election year.[1]

The index multiplier, measured as a percent, is then multiplied to census valuations to remove individuals that are unable to vote. Individuals who are under the age of 18 in addition to individuals who are not Canadian Citizens are removed from the total valuation.[2]

In the event that information is unavailable for calculation, estimated voter calculations are created based off of previous averages and reported turn out values.

Non-Resident Property Electors are not included in the calculation.

In some instances, Chief Elections Officers have provided updated values.

Estimated Eligible Voters for Regional Districts in 2018 are created by:

Using the 2016 Statistics Canada Census category which determines Canadian Citizens over the age of 18.[3]

Non-Resident Property Electors are not included in the calculation.

First Nations Communities that fall within Electoral Area Boundaries are not included
Electoral boundaries that include First Nations communities eligible to vote are not included if populations have been excluded from Statistics Canada Population Category.

In some instances, Chief Elections Officers have provided updated values.
