This is environmental, technical, inspectional, and enforcement work that assists a supervisor in the development and implementation of the environmental quality control programs undertaken by the City and supporting the Solid Waste and Recycling Division. The work involves examining development plans to ensure compliance with approved bylaws and requirements, performing compliance inspections in the field, investigating complaints and enforcing applicable municipal bylaws and environmental regulations, managing various statistical data sets, performing research activities, and assisting a supervisor in environmental related matters; conducting education and outreach events as required; monitoring and investigating commercial and industrial operations; establishing and maintaining computer files, performing research activities and prepares a variety of technical, narrative and statistical reports, undertaking site inspections during and post construction to ensure compliance with reports. The work involves considerable contact with the public and other external contacts, explaining and providing interpretations of applicable by-laws, pollution control standards, policies and procedures. Examines specific aspects of development plans; recommends protective measures, improvements or alterations to ensure by-law compliance where required and issues permits as appropriate. Performs related work as required.
Qualifications include graduation from a recognized post secondary institution with a Diploma related to the work (e.g. Diploma of Technology in Environmental Protection) or a Bachelor of Science Degree with major courses in biology, ecology or related subjects plus some related experience; or an equivalent combination of training and expertise. Considerable knowledge of the methods, procedures, equipment and instruments used in environmental quality control programs and of the trends and developments; and of the knowledge of the policies, regulations, standards, by-laws and objectives governing the work performed. Sound knowledge of the principles of chemistry, biology, ecology and physics as applied to the work. Ability to establish and maintain information pertaining to departmental activities on electronic databases; to assist a supervisor in the implementation of environmental control programs and related matters and to perform technical, inspectional, regulatory and enforcement tasks; to exercise sound judgment in interpreting policies, requirements and standards and in making decisions on a variety of matters related to the work; to establish and maintain effective working relationships with a variety of internal and external contacts and agencies and provide information and assistance, to explain and provide interpretations of applicable by-laws, standards, policies, procedures and programs; and to interpret plans and examine specific aspects of development plans for compliance to by-laws and to prepare and maintain records, technical reports, correspondence and related materials. Driver’s license for the Province of British Columbia is required.
Temporary Full Time until December 31, 2021.
