Come join one of BC’s Top 100 Employers! The City of Coquitlam is currently recruiting for a Purchasing Manager to join our team of professionals in the Finance & Technology Department.

Reporting to the GM Finance and Technology, this position is responsible for the overall administration of the City’s purchasing function including leading a division that works closely with City departments to provide advice and recommendations on appropriate acquisition methods; identify opportunities for strategic sourcing; draft and coordinate the preparation of complex tenders, RFP’s and other competitive bid documents in accordance with legal and regulatory requirements; and guide vendor evaluation and selection.   

The City is a leader in using innovative procurement methodologies and technology and the Purchasing Manager is responsible for developing and implementing procurement policies and design­ing the most efficient processes for procurement and storage of goods. 

This position is responsible for staying abreast of procurement trends and proactively developing and promoting open, fair and transparent processes for the acquisition of goods and services.  This includes ensuring compliance with all current and future trade agreements, legislative requirements and City policies.  This position also liaises with regional groups supporting strategic supply chain decision making and seeks opportunities for cooperative purchasing to achieve economies of scale.  The Purchasing Manager also oversees the operation of Central Stores and administrates the corporate purchasing card program.

The ideal candidate will exercise considerable independent judgment and initiative, be able to manage multiple competing demands, build and maintain strong working relationships and effectively lead a team of approximately eight employees.  Strong leadership and interpersonal skills are essential. These attributes will be matched with a Supply Chain Management Professional (SCMP) designation, completion of advanced purchasing management courses accredited by the Supply Chain Management Association of Canada, and a minimum of 5-7 years’ of related leadership experience, or an equivalent combination of training and experience in a public sector setting.  A valid BC Driver’s license is also required.
