Manager Facilities

Full Time Regular

Leads the planning, development and implementation of BC Transit’s facility management program within the Facilities Maintenance function including preventive/predictive maintenance and corrective repairs, technical standards for all Operations & Maintenance facilities, park and rides, exchanges, bus stops and equipment, either leased or owned by BC Transit throughout the entire Province (excluding metro Vancouver).  

  • Leads the strategic planning, coordination, development, execution and management of the Facilities business units ensuring that key objectives, strategies, initiatives and tactics support Corporate goals. Identifies risks and develops mitigation plans that will allow the division to achieve its objectives
  • Develop strategies, programs and tactical plans for the development, implementation and execution of planned maintenance programs
  • Develops reviews and manages the operating budget of the Infrastructure Facilities Maintenance function and monitors all expenditures
  • Manages BC Transit Infrastructure Facilities Maintenance program by ensuring operational, environmental and safety related issues are resolved in a timely manner and meet all Federal and Provincial regulatory requirements
  • Develops annual facility and long-term capital programs from planning and development through to overseeing the implementation carried out by divisional Project Managers and or facilities maintenance staff. Manages and supports the development of detailed business cases, budget development, monthly financial forecasting, project status updates and Board Reports
  • Develop and implement a preventative maintenance program which includes determining preventative maintenance intervals, establishing standard jobs, determining maintenance, equipment replacement, energy management and fixed asset upgrade and modification programs
  • Develop models and determination of complete asset lifecycle activities and total cost of ownership in accordance with BC Transit facility management strategies
  • Develops long range maintenance plans for each facility establishing annual priorities for an efficient preventative maintenance program
  • Oversees the investigation and management of resolution to complaints concerning the maintenance and repair of BC Transit owned fixed assets across the province
  • Manages the development of performance metrics and indicators for the Facilities business units which includes divisional productivity, work performance and efficiency of employees, operating companies and subcontractors to ensure schedules are followed and projects and operations are executed effectively and within budget
  • Builds and maintains relationships with senior management and executive levels of local operating companies their representatives and government partners. Also builds an external network of colleagues in the field, representing BC Transit at various committees/organizations
  • Ensure administration activities are managed and maintained, including but not limited to; insurance, certifications, permits, lease agreements, equipment set-up and tracking within JD Edwards (BC Transit Enterprise Resource Planning (ERP) system)
  • Manages all aspects of staffing including recruitment and selection, scheduling, supervision, coaching and developing, performance management and all other people management practices. As well as manages, prioritizes and directs the scheduling and work activities of outside service providers and contractors
  • Collaborates with Procurement to develop multi-year contracts for facility maintenance, services and construction
  • Ensures the Corporation’s Safety Program is implemented and adhered to across all jobs within the Facilities Maintenance business units and implements various policies, procedures and training programs with the assistance of Human Resources, Safety & Security and WorkSafe BC

  • Post-secondary diploma or degree in a related discipline plus a minimum seven (7) years management/ supervisory experience in facilities management or a related field Anequivalent combination of education, training, and experience may be considered. Previous experience working as an Engineer (e.g. Mechanical) is an asset
  • Strong working knowledge of preventive maintenance and repair practices with proven ability to effectively organize, manage and monitor staff, contractors, consultants and expenditures for maintenance projects
  • Direct management of a transit facility or a portfolio of multiple facilities (or equivalent) considered an asset
  • Travel will be required on a regular basis

Technical Requirements
  • Understands, explains and can identify business process problems and their causes through Lean Practices
  • Understands and can explain Preventive and Predictive maintenance, including condition monitoring
  • Research and analytical skills to identify best practices and to perform budget and cost-related analysis
  • Knowledge of the concepts, practices and techniques of the engineering field
  • Broad knowledge of the concepts, practices and techniques of the facility management field
  • Proven strategic planning and coordination skills to plan, develop, execute and manage a facility maintenance plan and a variety of programs
  • Communication and interpersonal skills to build and maintain key effective internal and external relationships including Executive, government partners, manufacturers, industry associations and all levels of staff
  • People leadership skills to manage a team of reporting professionals and support staff
  • Competent in project costing, budgetary and expenditure control
  • Problem solving and decision-making skills to resolve problems related to a diverse range of projects, support and facility maintenance requirements as well as matters pertaining to safety
