Reporting to the Purchasing Manager, the Assistant Manager, Purchasing is responsible for ensuring the organization’s procurement and supply chain processes support the City’s operational needs. This is strategic, managerial work that oversees, directs and provides leadership to Buying and clerical staff and will be responsible for optimizing and sustaining the supply chain by managing the procurement process.
Responsibilities include the administration of the competitive bid process for the acquisition of materials, services, and construction as authorized and in accordance with competitive bidding laws, current codes, standards and legislated requirements. Provides guidance/advice to user departments and assists them throughout the competitive process from needs analysis through award/contract management. The position plays a key role in working with ERP Team Leads and functional analysts to develop, test, implement and maintain integration of the procurement/materials management modules; ensures continuous improvement initiatives are implemented with department users; assists in ongoing development, review and recommendations of mid-term and long-range strategies and policy changes which impact operational efficiencies of City departments. Performs related work as required.
Qualifications include completion of a post-secondary degree in Business Administration or Commerce and SCMP Certification from the Supply Chain Management Association and 5 years of progressive management responsibility in supply chain management or equivalent. Sound knowledge of contract law, competitive bidding, accounting principles, and applicable procurement legislation. The position requires the ability to use related programs including SAP and MS Office Suite. This role requires the ability to plan, lead, negotiate, manage, coach and motivate staff; to establish and maintain effective working relationships with senior managers, employees, and a variety of outside individuals and agencies; and to develop and foster relationships to ensure the organization achieves value-added benefits and the objectives of the Corporate Strategic Plan are met. Driver’s Licence for the Province of British Columbia is required.
