General Manager of Development Services


The Peace River Regional District (www.prrd.bc.ca) is situated in northeastern British Columbia, Canada. Headquartered in Dawson Creek, the Regional District comprises seven municipalities and four electoral areas and is world renowned for their friendly people, spectacular outdoor recreation and linkages to the Yukon and Alaska.  Characterized by rolling hills with grain and cattle farms, the Regional District contains about 40% of the province's Agricultural Land Reserve. The vibrant economy of the Peace River Regional District is varied and comprised mainly of oil and gas, mining, manufacturing, hydro-electric power generation, agriculture, and forestry. Home to approximately 62,000 residents, it offers amenities that equal or exceed many of Canada’s major urban centres. Recognizing the critical importance Planning and Development plays in the current and future needs of modern-day communities, the PRRD is looking to attract a key member of the executive management team as General Manager of Development Services

Reporting to the Chief Administrative Officer, the General Manager provides vision and leadership, guides and shapes Regional planning matters, integrates planning operations, and builds teamwork. As GM, you represent the Region with member municipalities, ensuring integration and linkage of land and building corridors, human services, and infrastructure, while developing strategic sustainable growth management strategies. You will motivate departmental teams as they work collaboratively and responsively to provide strong, diverse and sustainable communities in the Peace Region. The PRRD’s organizational values include; accountability, integrity, cooperation, leadership, credibility, respect, trust and honesty. Part of the role is to establish a culture of respect, teamwork, fiscal responsibility, consistency, professionalism, and quality service delivery in line with PRRD organizational goals. Internal and external relations and collaboration are key. Leading a team of 8 dedicated staff, you hold responsibility for an annual budget of approximately $1 million.

The ideal candidate will have a post-secondary degree in planning or a related discipline, and have education related to building inspection and/or bylaw enforcement. They will be an accomplished planner and strategic thought leader, who has excelled in demanding, results-oriented senior management roles. Preference will be given to applicants with a membership in the Canadian Institute of Planners (CIP), who have more than seven years’ experience in executive-level leadership roles in unionized local government settings. You are a practical problem solver, deal effectively with competing priorities and well respected for your ability to work well under pressure. Your impeccable people skills are your trademark and have the ability to deal effectively with all levels of clients both internal and external, staff and the Board of Directors. You bring enlightened departmental leadership as well as strategic focus to existing operations.
