The Peace River Regional District (www.prrd.bc.ca) is situated in northeastern British Columbia, Canada. Headquartered in Dawson Creek, the Regional District comprises seven municipalities and four electoral areas, and is world renowned for their friendly people, spectacular outdoor recreation and linkages to the Yukon and Alaska. Characterized by rolling hills with grain and cattle farms, the Regional District contains about 40% of the province's Agricultural Land Reserve. The vibrant economy of the Peace River Regional District is varied and comprised mainly of oil and gas, mining, manufacturing, hydro-electric power generation, agriculture, and forestry. Understanding the importance of proper and documented systems, policies, procedures and controls plays into the acquisition of goods and services for the Regional District, they are looking to attract a professional and accomplished procurement specialist.
Reporting to the Chief Financial Officer, in this senior level position, you will liaise with key employees to identify their procurement needs. Specific responsibilities include; research, development and implementation of sourcing, contracting and procurement processes/ procedures that support procurement activities. This position supports the Regional Board’s strategic plan for coordinating and administering the competitive bid process; including negotiating and developing terms and conditions of non-standard and standard form contracts. In addition, you will be required to perform contract analysis and administration throughout the contract life cycle and take the lead in the procurement of maintenance and construction type projects.
You will be required to understand and explain the procurement process, various sourcing strategies and the contracting process to managers and elected officials. You will implement procurement strategies, as well as develop policies and procedures designed to reduce the cost of goods and services to the corporation. Additionally, building and maintaining relationships with internal and external stakeholders is also a critical component of the position. You will also carry responsibility for risk and asset management.
To qualify, completion of a two-year diploma from a recognized post-secondary institution in Supply Chain Management or other related discipline is desired. A Supply Chain Management Professional (SCMP) designation would also be considered an asset. A minimum of five (5) years of progressive public procurement work experience, including experience designing, developing and implementing best practices, sourcing and leading complex procurement projects. Proficiencies with Microsoft Office Suite and automated purchasing systems are fundamental. An equivalent combination of education and experience may be considered. You will possess strong interpersonal skills and have experience and/or knowledge of the competitive bid process, preferably in a local government setting. Multitasking, negotiating and excellent service delivery are key components of this position. Known as a practical problem solver, you deal effectively with competing priorities and are respected for your ability to work well under pressure.
