Position Overview
Performs highly skilled refrigeration maintenance and installation and coordinates work of a complex nature under the limited supervision of the Crew Leader - HVAC or the Trades Supervisor. Work involves maintaining, troubleshooting, and installing heating, ventilation, and air conditioning systems for City buildings and facilities. The incumbent coordinates and schedules contractors and other City staff. The job involves outside work; continuous exposure to several disagreeable conditions, including gases, grease, and extreme heat or cold on rooftops; the possibility of unusual exposure to risks due to work on rooftops, exposure to live wires, and health hazards of a gaseous or chemical nature; working regularly in awkward positions; and occasional use of heavier equipment with moderately heavy exertion. The incumbent must exercise courtesy, tact, diplomacy, and some persuasion in non-routine contact and when explaining complex methods and procedures to contractors and other City staff. Carelessness or inattention could result in permanent disability to other employees, contractors, or members of the general public, and errors in the performance of duties could result in discontinuance of work operations.

Responsibilities
  1. Installs, inspects, and maintains heating, ventilation, air conditioning, and related equipment in City buildings and facilities, and responds to emergencies.
  2. Occasionally oversees and provides direction on the installation, inspection, and maintenance work performed by external agencies and other City staff (e.g. Sheet Metal Worker, Electrician).
  3. Monitors computer readings for City buildings in the absence of the Crew Leader - HVAC.
  4. Provides input for the development of new and alternative designs for mechanical equipment.
  5. Tracks inventory manually and by computer.
  6. Obtains quotes from vendors.
  7. Provides estimates and suggestions for departmental budget regarding equipment replacement and repairs.
  8. Traces sources of gas leaks and conducts repairs as necessary.
  9. Develops and maintains preventative maintenance schedules.
  10. Provides relief coverage in the absence of the Crew Leader - HVAC.
  11. Performs related duties as required.

Requirements
REQUIRED SKILLS, ABILITIES, AND KNOWLEDGE
  1. Thorough knowledge of the standard methods, practices, materials, tools, and equipment used in refrigeration work.
  2. Thorough knowledge of computerized direct digital control software.
  3. Thorough knowledge of the safety hazards and necessary safety precautions involved in refrigeration work.
  4. Ability to exercise courtesy, tact, diplomacy, and some persuasion in contact with City employees and representatives of private companies.
  5. Ability to work with the Crew Leader - HVAC and Sheet Metal Worker to coordinate and schedule City staff and contractors.
  6. Ability to read and work from blueprints, sketches, and working drawings.
  7. Ability to maintain records, estimate materials required, and obtain quotes from vendors.

PREFERRED TRAINING AND EXPERIENCE
  1. Valid Class "A" BC Gasfitter Certificate of Qualification

REQUIRED EXPERIENCE, LICENCES, CERTIFICATES, ETC.
  1. Completion of senior secondary school or its equivalent.
  2. Completion of BC Refrigeration Trades Qualification or Interprovincial Red Seal endorsement.
  3. Valid Class “B” BC Gasfitter Certificate of Qualification or Interprovincial Class “B” Gasfitter ticket
  4. Completion of post-secondary computer courses in basic Word and basic Excel, as demonstrated through testing. 60% pass rate required.
  5. Valid BC Driver's Licence - Class 5.
  6. Minimum three years experience, with one year as a journeyman refrigeration mechanic, with progressive experience actively working in refrigeration with HVAC equipment, and installing gas appliances and boilers.
  7. Ability to obtain and maintain RCMP reliability security clearance.
