Main Purpose and Function
The Senior Public Space Planner will undertake a range of professional urban, landscape, public realm design and planning duties with a focus on public space requirements to support population growth by creating opportunities for creative expression, social connectedness, business vitality and vibrant public life.

The position will oversee a team of staff who support innovative public space programs and projects (VIVA, Integrated Graffiti Management, Plaza Stewardship and Street Use policy), strategic partnerships, policy development and related issues, and development reviews. The work is complex professional city planning work and will involve the investigation and development of solutions with regard to planning, urban and landscape design, technology and regulatory matters.

Specific Duties and Responsibilities
  • Manage (program and project management, budgeting, reporting, performance development) an innovative public space program
  • Oversee key policy reviews (patio review, donation bins and other), plaza stewardship, process improvements, innovative public space projects, a plaza stewardship program, the mural and graffiti abatement programs that span across various departments
  • Policy and program development and project management
  • Collaborate with staff in various departments to draft/amend quick steps and long-term strategies as needed including drafting design guidelines, policy and processing and innovative public space criteria for new proposals
  • Look for process improvements of public/private applications, consultation, managing consultants, partnership negotiation, resolving conflicts, urban design and landscaping analysis, and public engagement
  • Assist with development inquiries, other street use policy initiatives, and preparing reports and presentations to relevant boards, panels, public meetings and City Council

Education and Experience:
  • 10-15+ years’ experience managing large scale, cross-functional, and/or multi-disciplinary programs and projects
  • University graduation in Landscape Architecture, Architecture, Urban Design, Planning identifying or related studies and preferably a post-graduate degree and a minimum of 2 years of professional experience in urban design, regulatory review and by-law administration

Knowledge, Skills and Abilities:
  • Familiarity with the City of Vancouver’s relevant By-laws, land use regulations, policies and guidelines is required
  • Ability to develop complex multi-year partnerships
  • Demonstrated ability to develop, coach and supervise a team.
  • Experienced Program Manager who can think strategically but roll up your sleeves to make things happen as needed
  • Demonstrated ability to develop and manage a program including budgeting, scheduling, and collecting metrics and reporting.
  • Demonstrated ability to organize and manage projects, to be creative and use sound judgement, to apply strong analytical skills
  • Demonstrated experience and skill in landscape design, urban design and development project review
  • Demonstrated experience in producing consultation and engagement plans and interpreting results
  • Strong analytical skills, including data collection, interpretation and presentation
  • Excellent interpersonal skills and proven ability to facilitate problem solving among diverse population groups with competing interests
  • Ability to work independently and participate successfully on teams
  • Ability to effectively communicate, present information, and respond to executives, managers, employees, partners and the public in an intelligent, clear, concise, professional and diplomatic manner
  • Full working knowledge of AutoCAD, CorelDraw, Photoshop, Word, Excel, PowerPoint, Adobe Creative Suite and GIS applications.
  • Membership or eligibility for membership with the Planning Institute of BC is desirable
  • Membership or eligibility for membership with the BCSLA is desirable.
