We are currently seeking a Manager of Business Applications and Client Services to join our Corporate Services team. The Corporate Services Branch operates in a support fashion to ensure the administrative, communications and information technology needs of other CVRD branches are met. With a focus on timely, effective, and professional customer service, the Manager of Business Applications and Client Services is responsible for managing and supporting the provision of information technology (IT) services to support the business requirements of the regional district. This position’s primary focus is on the day to day operation of managing the organization’s business and enterprise applications, reporting analytics, and overseeing business system and application integrations. Reporting to the Senior Manager of Information Systems and GIS, the primary responsibilities of this role include:
 
  • Managing and maintaining the CVRD’s business applications;
  • Development and administration of corporate databases;
  • Troubleshooting, backup, security and data integrity activities for all IT business software systems including SharePoint;
  • Conducting feasibility studies, preparing business cases and managing approved projects relating to the design, development and implementation of new software;
  • Supervising staff including providing training and guidance, conducting performance evaluations and participating in hiring, promotion, disciplinary, demotion and termination decisions when required;
  • Providing advice and consultation to regional district managers regarding utilization of IT technology;
  • Developing and providing computer training programs for all regional district staff.
 
Our ideal candidate is:
 
  • Current in new technology and industry initiatives with complete knowledge of SharePoint from development to delivery of an on-premise SharePoint site;
  • An experienced SQL Server 2017 Administrator as well as Windows Server 2012 R2 and 2016 support, security, and troubleshooting;
  • Skilled in programming in Microsoft Transact SQL and Visual Basic and/or C#
  • Educated in computer science (or related) at the post-secondary level (Bachelor’s Degree) with at least four years of experience at a senior technical level in a local government (or similar) environment OR at the diploma level with ten years of related experience and a valid BC Class 5 Driver’s License;
  • Motivated with the ability to plan, prioritize, and meet deadlines under pressure;
  • A strong communicator with demonstrated success in facilitation, consensus building, and conflict resolution;
  • Team-oriented with experience supervising staff, including the ability to lead, coach and motivate;
  • Able to explain technical concepts/information to users of various ability levels;
  • Certificates in Microsoft Office, local government administration and emergency management are preferred.

This is an exempt position and is not part of any union bargaining unit.
