Position Overview:
Performs highly skilled technical planning, drafting, and record-keeping work of a relatively complex nature under the guidance of the Engineering and Utility Records Coordinator and the limited supervision of the Capital Projects Supervisor. Work involves using AutoCAD and ArcGIS software to assist with planning and records management for City projects. The incumbent is responsible for providing services to the Civic Operations Department in the delivery of GIS information and mapping as well as engineering information, products, data, and services. The work also involves constructing and maintaining databases, collecting and reformatting data, assisting with designing and monitoring programs and procedures for users, programming operational enhancements and custom software applications, performing spatial analysis, and participating in special projects as required. Work also involves providing technical training and assistance to Civic Operations Department staff and creating, maintaining, and using Civic Operations records and processes to maintain infrastructure information. The job requires considerable visual attention and mental concentration with occasional pressures of volume of work. Details of work are not checked, and errors are difficult to identify and could cause loss of service or affect other departments. The incumbent is also responsible for handling non routine public and staff inquiries in a courteous and diplomatic manner.

Responsibilities:
  1. Maintains quality control on digital infrastructure information utilized in the City’s GIS system, with special consideration for impacts on asset management processes; coordinates requests to resolve questions and potential errors in the digital information; and researches historical as-built information.  
  2. Performs GIS analysis on City utilities, including water, sanitary sewer, storm sewer, buildings and roads, and provides record information to Civic Operations Department staff and the public on infrastructure information, legal descriptions, and other property related matters as required.
  3. Receives AutoCAD as-constructed electronic and hard copy drawings, creates and maintains GIS data specific to engineering records, and drafts or supervises the drafting of municipal infrastructure as-built and composite drawings.
  4. Maintains quality control on digital infrastructure information utilized in the City’s GIS system, and creates and provides in-field support for data capture methodology and processes for inclusion in GIS.
  5. Assists with project work as required by the Capital Projects Supervisor
  6. Conducts detailed field checks on existing infrastructure to confirm the accuracy of assets for capital projects’ planning and construction.  
  7. Conducts site inspections to verify accuracy of information.
  8. Provides information on the location of utilities to staff and the public.
  9. Provides assistance to the Survey Technician II as required.
  10. Provides technical assistance, support, training, and use of GIS information to all Civic Operations Department staff.  
  11. Obtains and interprets plans, information, Certificates of Title, etc. from the Land Title Office.  
  12. Utilizes engineering records management systems (ERMS) and Civic Operations revision records, including tracking and documenting, to incorporate new records and edits for Civic Operations infrastructure management.  
  13. Downloads and updates both corporate and mobile databases as required, and maintains portable access to field information for mobile staff.  
  14. Assists in the design, development, implementation, testing, installation, and demonstration of new applications of technology.  
  15. Operates and maintains equipment, such as large format plotters, printers, scanners, etc., as required.  
  16. Prepares charts, sketches, drawings, etc. for other City departments as required.
  17. Performs other related duties as required.

Requirements
REQUIRED SKILLS, ABILITIES, AND KNOWLEDGE
  1. Thorough knowledge of AutoCAD drafting methods and practices for municipal drafting and design.
  2. Thorough knowledge of design, elementary engineering, construction, and surveying practices and procedures.
  3. Considerable knowledge of GIS analysis techniques, concepts, and procedures.
  4. Considerable knowledge of current GIS software and related database systems and standard office software systems.
  5. Considerable knowledge of the principles and practices of cartographic mapping, such as coordinate systems, projections, and scale, as well as the ability to adhere to corporate data and cartographic standards and willingness to help in the development and implementation of these standards.
  6. Thorough knowledge of computer design/engineering software, including the currently supported versions of AutoCAD, Survey modules, and Windows Office Tools.
  7. Thorough knowledge of mathematics as applied to municipal engineering, surveying, design, and drafting.  
  8. Ability to communicate effectively orally and in writing.
  9. Ability to work in a group environment and to exercise courtesy and diplomacy in providing non-routine information to the public and members of staff.
  10. Working knowledge of computers, plotters, printing machines, etc.
 
PREFERRED LICENCES, CERTIFICATES, ETC.
  1. Completion of courses or previous experience with ESRI ARC/GIS software.
  2. Completion of courses in civil engineering technology.

REQUIRED LICENCES, CERTIFICATES, ETC.
  1. Completion of secondary school or its equivalent.
  2. Completion of a two-year diploma in GIS, Civil Engineering or Civil or Building Technology.  
  3. Minimum three years’ previous experience in municipal design using AutoCAD design software.
  4. Eligible for certification as a Technologist or a Technician with the Applied Science Technologists and Technicians of British Columbia.
  5. Valid Class 5 BC driver’s licence.
