Main Purpose and Function
The Vancouver Engineering Department is seeking a Data and Operations Specialist at the Kent Materials Branch.  Reporting to the Branch Manager, the successful candidate will be responsible for evaluating existing branch operations, processes, and systems, while recommending incremental improvements.  This position is responsible for analyzing and auditing financials and operations, research for various branch projects, and assisting in the development of branch safety training.
 
Specific Duties and Responsibilities
  • Evaluates and analyzes operations to ensure they are in alignment with existing policies and procedures and service agreements and makes recommendations for process improvements
  • Financial audit review of accounts, inventory, and internal/external billing by preparing various reports for review utilizing SAP
  • Assists the superintendent in developing safety training, and provides assistance to orientations and various other documentation, risk assessments and evaluations, and on-the-job training to staff
  • Reports back to the business including gathering, analyzing, documenting and designing reports and key metrics to support process and/or change
  • Audits and recommends improvements to procedures, guidelines, technological assessments, quality control and assurance, and research in support of branch activities and projects
  • Branch coordination of all contracts, tenders, proposals, and creating Shopping cart requests
 
Qualifications
Education and Experience:
  • Completion of diploma or certificate from recognized post-secondary institution such as Business Administration or equivalent combination of education and experience applicable to the department
  • Three years in industrial and construction manufacturing and performance improvement using structured methodology
  • Some background in training and development would be an asset
  • Experience working in an operational environment would be an asset
 Knowledge Skills and Abilities:
  • Substantial experience applying branch and department policies & guidelines such as competitive bid process, contract development and administration, resolution of contract issues and vendor negotiations, and knowledge of department purchasing practices
  • Experienced in structured business and operations process and performance improvement
  • Ability to analyze and manipulate statistics and information into a format for analysis and presentation
  • Considerable knowledge of SAP processes and procedures
  • Knowledge on commercial vehicle scaling procedures and systems, and backup support for Clerk III and weighmasters
  • Knowledge of mechanical equipment is an asset
 Driver’s License:
  • A current and valid Class 5 BC Driver’s License and a safe driving record are required
  • The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities
  • Local area travel is a requirement of this position
