Main Purpose and Function
We are looking for a motivated Branch Manager to lead our Streets Operations branch and provide managerial and professional leadership in the areas of planning, organizing and directing our operations in accordance with municipal policies and City practices. The Streets Operations Branch constructs, operates, and maintains the City streets and bridges with approximately 250 union and exempt staff working in technical, administration and operational positions. The branch's annual operating budget is approximately $25 million, and undertakes over $25 million annually of in-house capital construction.
This position reports to the Director of Streets, and works closely with other Branch Managers in Engineering Services and other partners across the City. Your ability to build and maintain strong collaborative relationships with both internal and external stakeholders will help you be successful in leading City wide operations such as the City wide snow and storm response. The Branch Manager needs to be able to anticipate resources and equipment requirement for changing demands and priorities and provides operational support to VPD and Corporate Security during events when required. This position will be responsible for managing capital projects, operating programs and budgets, equipment and materials, as well as staff utilization, human resource and labour management issues, employee and public health and safety.
As the ideal candidate you will bring a combination of technical competence, analytical, organizational, problem solving, conflict resolution, and decision making skills. You have a proven ability to create and manage budgets, cost controls, scheduling and work planning and handle numerous projects simultaneously while demonstrating commitment to safety, quality and excellent service delivery. You will also bring your vision and your ability to initiate best practices, benchmarking and continuous improvement and implement creative and innovative technical, policy or process changes while ensuring buy-in from staff and other stakeholders.
In addition you are able to prepare and deliver clear and concise reports on complex or technical issues suitable to a variety of audiences including City Council. Your ability to use metrics and operational data to drive efficiencies and improve operations will help you be successful in this role. As an excellent developer of teams you are able to maximize the engagement and contributions of the team to meet changing business needs and guide, motivate and manage a team of both union and exempt employees.
The successful candidate will have combined education preferably in engineering public works along with a minimum of 15 years leading diverse and complex projects and teams in the fields of utility construction, operations and maintenance. You have ideally worked in large complex unionized environments preferably in a municipal setting.
