We are currently seeking a General Manager to lead our Planning and Development Services team. This dynamic leadership opportunity includes direct responsibility for matters relating to the development of land, heritage conservation, building inspection, long range land use planning, policy development and regional growth strategy. The incumbent serves as a member of the regional district’s Executive Management Team, and acts as a key advisor to the Chief Administrative Officer (CAO), board committees and the board.

Reporting to the CAO, the primary responsibilities of this role include:
  • Providing expert advice and consultation regarding the development of strategic and corporate plans, identifying strategies for realizing key business plan objectives, and resolving critical issues of a cross-organizational nature;
  • Leadership of branch functions through developing and recommending to the CAO a clear statement of mandate, vision, goals and priorities based on the strategic priorities of the board and CAO;
  • Leads the formulation of a broad planning and development services strategy and framework for implementation, and the development and implementation of policies, programs and initiatives in support of the regional district’s business goals and strategic objectives as related to the branch scope;
  • Provides critical advice and recommendations to the CAO and executive regarding strategies for the development and delivery of branch services, key policy initiatives, new programs, and the management of high profile and politically sensitive issues concerning the branch and ultimately the regional district;
  • Leading the preparation of comprehensive land use planning, development, heritage conservation and zoning reports for review by the CAO and presenting reports and recommendations to committees of the board and the board;
  • Leading the development of a performance planning and measurement strategy and incorporating financial, environmental, social, economic and sustainability values into performance measurement models;
  • Provides leadership and direction in the performance of staff duties, fostering excellent performance through the provision of training, coaching and career development, and ongoing feedback. In conjunction with human resources, resolving issues, and instituting personnel related decisions to ensure the effective accomplishment of objectives;
  • Preparing, recommending and managing budgets for significant corporate projects and initiatives.Our ideal candidate is:

  • Educated in planning or a related discipline with a Master’s degree supplemented by university courses law, public policy, administration and statistics;
  • Experienced in long range land use planning and policy development, risk management, strategic planning and corporate performance measurement with a minimum of ten years of related experience at a senior level in a local or regional government;
  • A member of the Canadian Institute of Planners and the Planning Institute of BC and certified in local government administration;
  • An advanced user of Microsoft Office with emphasis on presentations and word processing. Strong utilization skills with Adobe Acrobat, Explorer, web utilization skills and SharePoint applications;This is an exempt position and is not part of any union bargaining unit.
