Main Purpose and Function
The primary responsibilities of this position are related to coordinating, managing and providing technical expertise for researching, evaluating, planning, designing and implementing technical and business approaches to recover and divert solid waste and produce energy, with a specific focus on organic materials, in support of City policies including Zero Waste 2040, Renewable City Strategy, and the Greenest City Action Plan.
Specific Duties and Responsibilities

  • Reporting to a Senior Engineer, this Project Engineer would manage complex, integrated projects through full cycle from project initiation to project closeout
  • Responsible for working with a team of planning and engineering staff to meet goals and targets set by City policies
  • Research and review waste management trends, new management opportunities and technical approaches to decrease the disposal of waste and extract value from solid waste streams
  • Solid waste project technical development including research, data collection, planning, design, modeling, forecasting, business case analyses and presentation of results and recommendations
  • In collaboration with Supply Chain Management and Legal Services, lead the writing of technical specifications for tendering documents, participate in proposal evaluations, and assist with negotiating and award of contracts for goods, consultants and contractors related to solid waste projects
  • Oversee the work of consultants required for detailed analysis or design as required
  • Prepare Council reports and memos
  • Liaise externally, develop relationships and exchange information, with staff from Metro Vancouver Regional District, University Endowment Lands, and other municipalities in Canada and the U.S.
  • Contribute to the development and adoption of departmental project management and quality systems in the branch

Education and Experience:

  • Completion of a University Degree in Engineering
  • Registration or eligibility for registration as an EIT or Professional Engineer in BC
  • A minimum of three years of industry experience in solid waste diversion and disposal systems and infrastructure planning, design, implementation and project management
  • Experience in contract management and construction oversight
  • Project Management Professional (PMP) certification is an asset

Knowledge, Skills and Abilities:

  • Considerable analytical, organizational and strategic planning skills
  • Sound knowledge of municipal solid waste, recycling, composting, disposal and renewable energy programs, technologies and systems, with specific knowledge and experience in the recovery and beneficial use of organic solid waste materials
  • Ability to build and maintain effective working relationships with co-workers and outside organizations, and work collaboratively within a team environment with little supervision
  • Ability to exercise considerable independence of judgment and action
  • Strong interpersonal, organization and written and verbal communication skills
  • Working knowledge of EGBC’s Organization Quality Management processes or other quality management frameworks desirable
