Engineering Technologist

 
Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. In 2009, the Tsawwassen First Nation Final Agreement came into effect – this treaty was the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. The Treaty provides us municipal, provincial and federal types of jurisdiction over a land base of 724 hectares.
 
Tsawwassen First Nation also became a full member of Metro Vancouver, the first First Nation to do so.  We are now going through a period of revival and renewal as we plan our future and seek opportunities to sustain our growth physically, economically and culturally, for present and future generations.
 
TFN is seeking an Engineering Technologist to manage multiple priorities and deadlines and works between an office and site environment, liaising with contractors, consultants, developers, third party utility providers as well as the public, providing a technical resource for the processing of development applications.
 
Specific Responsibilities
 
  • Coordinate engineering response to development referrals including the provision of site servicing comments, review of technical servicing documentation, review of engineering designs drawings and ensure compliance to applicable by-laws, guidelines and regulations.
  • Oversee the construction of works and services including the preparation of engineering servicing agreements, construction documentation, field inspections, cost estimates and security releases.
  • Participate in project meetings with consultants, contractors, public and stakeholders.
  • Prepare formal reports, memos and documents.Provide reporting of work progress and issue construction memos to contractors as needed
  • Update and maintain TFN infrastructure asset information in coordination with GIS and Operations staff.
  • Review soil deposit and removal permit applications and issue permits.Monitor work performed under those permits.
  • Coordinate with utility agency requirements for permits within public right-of-ways, utility easements etc.
  • Assist with development of policies, bylaws and standards as necessary.
  • Other duties as necessary.
 
Qualifications
 
  • Diploma in Civil Engineering Technology plus a minimum of five years of related experience with sufficient depth of experience in the design review, construction inspection, and administration of regulations in a municipal environment.
  • Eligibility for Registration with ASTTBC as an AScT.
  • Ability to prepare, read, and interpret plans, specifications, contract documents and experience interpreting and providing recommendations on professional reports, review of designs, TFN bylaws and technical specifications.
  • Experience with the review and acceptance of development applications, third party utilities, and engineering utility reviews.
  • Ability to exercise independent judgment and decision making.
  • Effective written and verbal communication skills including the ability to prepare public reports.
  • Ability lead negotiations with external groups such as developers, contractors, consultants, regional third-party utilities and the public.
  • Excellent customer service and interpersonal skills.
  • Strong time management skills and a demonstrated ability to manage multiple priorities and deadlines.
  • Experience in CAD and civil software models (water/storm/sanitary) is an asset
  • Proficiency with computer programs (MS Office).
  • Ability to work outside in all weather conditions, including accessing sites in steep or difficult terrain.
  • Class 5 BC Driver’s License and the use of a reliable personal vehicle.
