Metro Vancouver’s Regional Employers Services Department is seeking a Division Manager, Collective Bargaining who will lead a talented team of professionals who provide strategic labour advice to subscribing member jurisdictions in the Metro Vancouver Regional District.

In this role, you will:
- Lead the Collective Bargaining Division within the Regional Employers Services function and is responsible for managing the delivery of Collective Bargaining services to member municipalities, various Boards and other fee for service clients. Establishes annual and long-term strategies for the Division based on the goals and objectives of the function and delivers on strategic objectives.
- Responsible for the division’s budget preparation, reporting and resource allocations. Monitor and control spending ensuring the effective and efficient expenditure of funds within approved budget. Develop and implement strategic initiatives and guides the development and delivery of services.
- Lead staff in the provision of professional collective bargaining services including negotiations; advice for dispute management and communications; planning, preparation, and costing; preparation of collective agreements following bargaining; and professional guidance and support to clients and staff prior to and during interest arbitration.
- Provide strategic advice utilizing various communication methods including individual consultations, presentations, the Human Resources Advisory Committee (HRAC) and online publications. May provide advice to the Labour Relations Oversight Committee (LRFOC) as required.
- Act as a resource, support and sounding board for clients and staff; represent employers at the bargaining table; act as the chief spokesperson; and provides guidance to staff performing the same. Attend council and board meetings as requested to discuss potential bargaining strategies and provides leadership and advice regarding the advantages and risks of developing and implementing bargaining coordination plans.
- Stay current on labour relations and human resources issues and provide accurate and timely advice. Develop and implement strategies to address emerging issues of a complex nature such as jurisdictional issues related to bargaining composition and coordinate recommendations and approaches as appropriate.
- Determine the collective bargaining requirements of clients; manage resourcing needs to deliver required services; Determine relevant processes, standards and timing for conducting bargaining and identify regional, provincial and national trends of common interest to clients. Provide strategic advice and work closely with staff to make decisions and resolve challenges.
- Develop and monitor service standards for the division. Develop performance measurement criteria and report on the division’s performance. Direct staff on complex issues arising within their respective portfolios and work collaboratively to resolve.
- Responsible for hiring, directing and motivating staff. Monitor performance towards division, department and corporate objectives and ensure staff adhere to corporate and board policies. Lead, coach and develop staff recognizing the importance of training. Resolve technical, and interpersonal issues staff encounter while doing their work.
- Liaise with other divisions, departments, external agencies and member jurisdictions. Contribute to developing and implementing a long term strategic plan for the Regional Employers Services function. Lead the implementation of strategic initiatives and ensure the division’s activities are consistent with the departments and organization’s values and goals. Facilitate information sharing among staff to transfer knowledge and experience and provide progress reports to senior staff as required.
- Perform other related duties as required.
To be successful, you have:
- 10 years of recent, related progressive experience supplemented by a university degree in, human resources, business or law; or an equivalent combination of training and experience.
- CPHR designation is and asset.
- Expert knowledge of best practices for collective bargaining involving multiple clients and unions. Superior ability to identify, develop and apply best practices for collective bargaining and leads others in the same. Expert knowledge of relevant legislation and acts such as the Labour Relations Code, Employment Standards Act and the Human Rights Code. Sound knowledge of related dispute resolution processes, rules, protocols and regulations.
- Demonstrated expertise as a spokesperson for Collective Bargaining. Demonstrated ability to provide collective bargaining services, respecting the knowledge, values, opinions and needs of others, and considering these in developing negotiation strategies.
- Excellent budgeting and financial management skills. Demonstrated ability to manage and monitor budgets, meet financial objectives and ensure the effective and efficient expenditure of allocated funds.
- Excellent written and oral communication skills including the ability to effectively listen, persuade others and resolve complex problems. Considerable and comprehensive experience writing and revising collective agreement language including considerable skill and knowledge with respect the potential interpretation of contract language in third party dispute resolution forums.
- Excellent interpersonal skills and ability to build and maintain effective working relationships with internal and30mplex and time sensitive. Skill in dealing openly, tactfully and sensitively in a variety of situations.
- Demonstrated ability to work in a team oriented work environment and contribute with constructive ideas and experiences. Ability to effectively deal with disagreements and prevent the escalation of conflict; seeks to include team members in decisions that will impact them.
- Ability to make complex and sometime controversial decisions; exercise a high degree of independent judgment; effectively administer work through unforeseen circumstances; and resolve problems with implications beyond the work at hand. Strong organizational and time management skills. Demonstrated ability and manage and reallocate work based on shifting priorities and competing client demands.
- Ability to manage a diverse and complex portfolio of work while establishing ambitious and challenging goals; demonstrates persistence in overcoming obstacles. Demonstrates flexibility and is able to adapt to rapidly evolving business needs.
- Ability to lead, supervise, coach and guide others while enhancing individual and team effectiveness. Ability to mentor and foster the development of direct reports and provide leadership to staff in other workgroups without a direct reporting relationship.
- Proficiency using Microsoft Office programs including Word, Excel and Outlook.
- Valid BC Class 5 Driver’s License.
