Manager of Utilities

(Permanent full-time position)

The City of Parksville has an opening for a permanent full-time Manager of Utilities.
 
We are seeking a qualified individual who wishes to work in a supportive and dynamic atmosphere leading the activities and operations of the utilities team within the Operations department. Reporting to the Director of Engineering and Operations, the Manager of Utilities will be responsible for overseeing and managing the operation and maintenance of the Arrowsmith Water Service (AWS), Englishman River Water Service (ERWS), City of Parksville Drinking water utility and the City of Parksville sewer utility. The associated drinking water infrastructure includes (but is not limited to) AWS dam, ERWS water treatment plant, raw water intake and pumping station, transmission mains, aquifer wells, and water distribution piping and fixtures. The associated sewer infrastructure includes two sewage pumping stations and collection piping and fixtures. There is also significant supportive fleet and equipment assigned to the Utilities Section; and managing, supervising and mentoring employees engaged in these functions.
 
This role will provide the greatest satisfaction to a detail-oriented professional who thrives in a fast-paced environment, understands the complexities of local government and relishes coaching, team building, developing and leading staff to reach their full potential.
 
As the ideal candidate, you will have successfully completed Grade 12, and graduated from a technical institute as a Certified Applied Science Technologist or Professional Civil Engineering designation; considerable experience related to municipal engineering and associated technical and operational functions (minimum 10 years); a minimum of eight years’ relevant professional experience in a local government setting (preferably in British Columbia); considerable experience in managing staff in a unionized environment (minimum 5 years), requiring demonstrated leadership and supervisory skills and quantifiable experience in employee relations, team building, planning, project management, budgeting and administrative management in a highly unionized setting. In addition, registration as an Applied Science Technologist with the Applied Science Technologists and Technicians of British Columbia or Professional Engineer in good standing with the APEGBC is required as well as post-secondary training/courses in management.
