Manager of Engineering Strategy


The City of Courtenay is situated on the east coast of central Vancouver Island, within the traditional lands of the K'ómoks First Nation. Accessible by land, sea or air, Courtenay is a culturally diverse community that offers supernatural beauty at its doorstep. The City (approximate population 25,000) is the urban and cultural hub of the larger community, the Comox Valley (approximate population 65,000).

The City is governed by a Mayor and six Councillors. The Chief Administrative Officer (CAO) is responsible to Council for managing all City operations. The Engineering Services Department is one of seven departments reporting to the CAO and in that context, it is expected all senior staff members adopt and advance our Corporate Mission and Core Values

A limited term opportunity exists for a results-oriented and community-minded individual to join their Engineering Services department as the Manager of Engineering Strategy.

A strategic thinker and natural relationship-builder, the Manager of Engineering Strategy will lead the development, implementation and evaluation of long-term plans, policies and strategic initiatives for the City of Courtenay Engineering Services Department. With an eye to capacity building and collaborative project planning, the Manager will liaise with other levels of government, City departments, community organizations and stakeholders.

The Manager of Engineering Strategy will develop and lead master planning for guiding sustainable investment in foundational community infrastructure including underground utility systems (water, sanitary sewer and stormwater) as well as multi-modal transportation systems and dyke replacement. The Manager of Engineering Strategy will also represent the City of Courtenay Engineering Services Department on regional committees, including significant interaction with the Comox Valley Regional District.

A self-starter, the Manager of Engineering Strategy plans, leads, and coordinates strategic initiatives within established timelines, budgets, and scope, while anticipating opportunities and risks and involving affected and interested stakeholders.

Given the inter-disciplinary and strategic planning nature of this position, the preferred candidate will have a balance of both technical and strategic leadership skills and experience in the public sector.

The ideal candidate will have a post-secondary degree in a relevant field such as business administration, communications, public administration, engineering, planning, or combination of relevant post-secondary education and years of experience; significant progressive management experience with the public sector, managing multi-faceted, inter-disciplinary initiatives and developing complex long-term plans involving diverse stakeholders. A valid Class 5 B.C. driver’s license and criminal record check are also required.

Familiarity with the International Association of Public Participation (IAP2) values and spectrum; Certification or courses in project management (e.g. PMI) or a Certificate in Local Government Administration or Service Delivery would be assets.

This is a full-time Limited Term position available immediately.

The employment term for this position may be for up to two (2) years with an opportunity for extension up to one (1) additional year.
