CAMA Holds Quarterly Board Meeting in Regina, Saskatchewan

The Board of Directors of the Canadian Association of Municipal Administrators (CAMA) held their quarterly meeting in Regina, Saskatchewan on September 19th, 2015.  Immediately prior to its meeting, the Board held two days of planning sessions regarding the Association’s Strategic Plan.  A special thanks to Mr. Glen Davies, City Manager of Regina, and his staff for their warm hospitality.

Strategic Plan
The CAMA Board has pledged to undertake a full review of the Strategic Plan every five years.  This year, two full days were set aside for the review.  The review looks at the Association’s goals, action plans and performance measures in relation to any environmental changes.  While details will be outlined at our annual meeting, the general feeling of the Board is that we are on track and our current plan is still very relevant, albeit there will be some modifications.  We look forward to your feedback in Winnipeg.

Update on Communications/Website
Marketing & Communications Chair, Glen Davies provided a report updating the Board on the activities of the Committee.  CAMA has three specific communications goals/priorities:  a partnership with Provincial and Territorial Associations, a membership development campaign and the recruiting of the next generation of municipal leader’s initiative.  Since the campaign was launched in June 2015, CAMA has gained 19 new members.  At present, CAMA has 531 members, with the majority coming from the three largest Provinces:  Alberta, Ontario and British Columbia.  All current members can assist by encouraging their non-member colleagues to join CAMA:

Update on CAMA and Provincial/Territorial Association Partnership
The Committee responsible for oversight on the partnership has been quite busy on a number of initiatives.  There has been a RFP put out for a company to do research via a national survey that will help CAMA and the Provincial/Territorial Associations’ effectively create a marketing campaign that communicates relevant and meaningful benefits of a career in local government.  More information on this project should be available in the months to come.

Annual Conferences
The Board of Directors of CAMA was updated on the review of the 2015 Jasper Conference.  It was one of CAMA’s best attended and financially successful conferences ever.  The feedback from delegates was extremely positive and all completed surveys will be used in forming the program for the 2016 Winnipeg Conference.

Work is ongoing in developing the program for Winnipeg.  At this point members may wish to mark the date in their calendars – May 30th – June 1st, 2016 and book your hotel rooms at the Delta Winnipeg hotel (which is connected to the Convention Centre):  More information will be made available as details are confirmed.

In terms of CAMA Conferences being planned for the future, the Board can confirm the following dates and locations:

• 2017 Gatineau, QC (May 29-31, 2017)
• 2018 Fredericton, NB (May 28-30, 2018)
• 2019 Québec City, QC (May 27-29, 2019)

New Sponsorship Committee
The CAMA brand is gaining ground across the country and therefore the Board has created a Sponsorship Committee that will work with Ms. Rose Fernandes, Manager of Partnerships and Exhibitors, in developing criteria around our sponsorship file.

CAO Performance Management and Evaluation Committee
Ms. Janice Baker, Chair of the Committee provided the Board with an update on their work.  The Committee has spent considerable time on the research portion of the project and is now focused on taking that research and transforming it into the CAO Evaluation Toolkit.  An RFP was issued to seek qualified professional companies to complete this work.    This is a project that has received much interest from our members and we are excited about delivering the final product.

Update from the Code of Conduct Committee
Mr. Jack Benzaquen, Chair, advised the Board that the Committee has held a number of conference calls over the past year.  The goals of the Committee are to review the wording of our current code and to scan best practices in the industry that may be relevant to CAMA.

Update on Member Services and CAMA National Office
Ms. Jennifer Goodine, CAMA Executive Director provided the Board with a general “state of the organization” presentation that outlined a number of topics.  Some of the topics included updates on:

• CAMA Awards of Excellence
• ICMA Leadership Program Grant
• ICMA/CAMA Membership Campaign
• ICMA Conference and Canadian Dinner
• Relationships with the Federal Government

The next meeting of the Board will be held in Ottawa from November 25-27, 2015.

Innovating by Integrating the Competency-Based Approach into 
its Redesigned Staffing Processes

Gatineau is a city in full bloom, whose residents have access to a quality of life that many can only dream of.  As the doorway to Quebec, with more than 276,000 inhabitants, Gatineau is the fourth largest city in that province.

As a key economic hub, Gatineau has the benefit of being in a very strong strategic position. With its 2200 permanent employees, Gatineau is located next to the largest consumer of goods and services in Canada – the federal government.

Gatineau also has more than 7000 businesses throughout its territory, and is part of the region with the largest concentration of high technology companies in Canada.  Its character has been shaped by the large proportion of residents born abroad, the use of French as the common language, and a high rate of bilingualism.

In 2009, Gatineau adopted its first labour force plan, which extended over five years. This plan included four major intervention axes:
In order to address all of its human resource issues, the Service des ressources humaines proposed a transformation that involved the introduction of a competency-based approach.  It was agreed that, to begin with, the entire staffing process would be redesigned given that some alarming weaknesses in that process had become obvious upon close observation:  long staffing delays (up to 123 days before some positions were filled), a large number of job titles, aptitude tests developed by job title, resulting in large expenses for the municipality, staff shortages for several positions, resulting in operational issues in terms of services to residents.

Biosolids Management Program

The City of North Battleford implemented a new Biosolids Management Program in 2014. It incorporates technology developed by Ontario-based Lystek International Inc., which converts biosolids into a commercial, Canadian Food Inspection Agency (CFIA) registered fertilizer.

The City of North Battleford is the first municipality in Western Canada to adopt this new system.
The city began looking for another way to dispose of its biosolids in November 2007 and began to identify and study possible biosolids stabilizations processes. A request for proposals was then issued in January 2014.

After evaluating the submitted proposals, the Lystek system was chosen because it was affordable, compact enough to easily be retrofitted into the existing plant, and did not require additional staff to be hired or special skills to operate. A covered lagoon is used to store the liquid fertilizer. There is also a revenue-sharing agreement with the city.  An agreement to initiate the project was executed in February 2014 and Lystek Systems started operating in December 2014 on budget and ahead of schedule.

Programme de gestion des biosolides

En 2014, North Battleford a implanté un programme de gestion des biosolides. Faisant appel à une technologie de Lystek International Inc., une entreprise ontarienne, il convertit les biosolides en engrais commercial enregistrés par l’Agence canadienne d'inspection des aliments.

North Battleford est la première municipalité de l'Ouest du Canada à avoir adopté ce nouveau système.
C’est en novembre 2007 que la Ville, cherchant un autre moyen d’éliminer ses biosolides, a commencé à cerner et étudier les procédés de stabilisation des biosolides. En janvier 2014, elle a lancé une demande de propositions.

Après l'évaluation des propositions soumises, le choix s’est porté sur le système Lystek parce qu'il était abordable et assez compact pour être facilement installé dans l'usine existante et qu’il n'exigeait pas de personnel supplémentaire ni de compétences particulières. L'engrais liquide est entreposé dans un bassin couvert. Une entente de partage des revenus a été conclue avec la municipalité.  L’accord de mise en œuvre a été signé en février 2014 et le système Lystek est entré en service en décembre 2014, avant la date prévue et selon le budget.
