Baker Elected as Ontario Representative to Board of Canadian Association of Municipal Administrators

Janice Baker, City Manager and Chief Administrative Officer (CAO) of the City of Mississauga, ON has been elected to the Board of Directors for the Canadian Association of Municipal Administrators (CAMA).  She was elected as the representative for Ontario during the Association’s Annual General Meeting, held on May 28, 2013 as part of CAMA’s National Conference in Victoria, BC. 

The Association, which represents 500 senior municipal administrators from across the county, promotes administrative excellence in the field of municipal management.  Baker replaces past Ontario representative, Patrick Moyle, who retired as Chief Administrative Officer for The Regional Municipality of Halton, ON earlier this year.

Baker has an extensive background in both the private and public sector.  She has 25 years of municipal government and fiscal administration experience, serving as Director of Finance and City Treasurer for the City of St. John's, Newfoundland and Commissioner of Corporate Services and then Commissioner of Public Works for the City of Oshawa, Ontario.

She joined the City of Mississauga in May 1999, as Commissioner of Corporate Services and Treasurer and was promoted to City Manager and Chief Administrative Officer in 2005.

Baker has received a number of awards including:  three time WXN Top 100 Award winner in the Public Sector Leaders category in 2005, 2007, and 2009; inducted into the WXN Canada’s Top 100 Most Powerful Women’s Hall of Fame in 2010; the FCA designation from the Institute of Chartered Accountants of Ontario (ICAO) in 2011; and the Excellence in Municipal Finance Award from the Municipal Finance Officers Association of Ontario (MFOA) in 2011.

She currently serves on a number of Boards and Committees including the Living Arts Centre (LAC), the Healthy Cities Stewardship Centre, and the Ontario Municipal Administrators’ Association Board (OMAA), and has a long history of community and professional volunteer service.  Baker earned a Bachelor of Commerce (Honours) degree from Memorial University of Newfoundland in 1979 and went on to become a Chartered Accountant in 1982.

Since 2009, Town of Beaumont, the City of Leduc and Leduc County, AB, have been partners in offering Supervising for Results, a certificate program administered through MacEwan University.  The program enhances employee development in the areas of supervision and management at a greatly reduced cost when compared to similar training elsewhere.

Course fees and hosting duties have been shared between the municipalities and each year a graduation ceremony is held for those completing the program.  Graduates receive a certificate, as well as recognition from their municipal administration and council representatives.

Each year, human resource and training representatives meet with MU’s administration to evaluate the program and consider potential training opportunities.   In reviewing and refining the structure of the program, it was determined that a professional development opportunity for administrative support staff would be beneficial.   As a result, MU developed a refined Supervising for Results program and developed a new Administrative Excellence program for 2013.  It is being sponsored and hosted by Leduc County, with participation from six municipalities within the region. 

It is expected that all parties will continue to benefit from this educational opportunity – not only through the transfer of knowledge and information; but, in the relationships and cooperation that develop in this customized learning environment.

Depuis 2009, la municipalité de Beaumont, la ville de Leduc et le comté de Leduc, en Alberta se sont associés pour offrir le programme de certificat en supervision (« Supervising for Results ») géré par l’Université MacEwan.  Le programme perfectionne des employés en supervision et en gestion à un coût beaucoup moindre que celui d’une formation équivalente donnée ailleurs.

Les municipalités ont partagé les frais des cours et les tâches organisationnelles et chaque année on organise une cérémonie pour les finissants du programme. En plus de recevoir un certificat, ils ont droit à un hommage de leur municipalité et des représentants du conseil.

Chaque année, des représentants en ressources humaines et en formation rencontrent la direction de l’université pour évaluer le programme et les possibilités de formation.
Après avoir examiné et amélioré la structure du programme, on a jugé utile d’offrir une possibilité de perfectionnement au personnel de soutien administratif.

C’est ainsi que l’université a élaboré un programme de supervision amélioré et un nouveau programme en excellence administrative pour 2013. Il est parrainé et organisé par le comté de Leduc avec la participation de six municipalités de la région.

Toutes les parties devraient retirer des avantages de cette possibilité de formation, non seulement grâce au transfert de connaissances et d’information, mais aussi aux relations et à la collaboration qui s’établissent dans ce contexte d’apprentissage sur mesure.

Wipe Out Waste:  Changes and Improvements to Solid Waste Management

In 2012, the Town of Stony Plain, AB made several significant improvements to its Solid Waste Management Program.  The intent of the Wipe Out Waste program was to improve efficiencies, encourage recycling and reduce the amount of waste destined for landfills.
The changes, which came into effect in April 2012 following a comprehensive and innovative communications and public awareness campaign, included a switch to household garbage collection every two weeks, automated waste pick-up by truck, and waste being limited to what can fit in one 65-gallon Waste Cart.   Organicarts are now collected year-round.  Weekly waste, organics and recycling collection was reduced from five to four days.  Blue Bag recycling is picked up every two weeks.  Nearly 6,500 households were provided with a complimentary Kitchen Catcher to encourage proper disposal of food scraps and greater use of Organicarts.
The new program is an aggressive approach to achieving the waste diversion rate of 80 per cent by 2022, set by the Capital Region Waste Minimization Authority (CRWMA).  Following the launch of the program, the Town monitored residents’ feedback closely, making adjustments as required.
Between May 1 and December 31, 2012, the amount of household waste produced decreased by approximately 38 percent, compared to this same time-period in 2011.  The amount of organics collected also increased.  For more information, visit or

Élimination des déchets : modification et amélioration du programme de gestion des déchets solides de la municipalité

En 2012, la municipalité de Stony Plain (Alb.) a apporté des changements notables à son programme de gestion des déchets solides. Le programme d’élimination des déchets avait pour but d’améliorer l’efficience, d’encourager le recyclage et de réduire l’enfouissement des déchets.

Les changements mis en vigueur en avril 2012 après une campagne globale et novatrice de communications et de sensibilisation du public consistaient à faire la collecte aux deux semaines, à utiliser un camion avec ramassage automatisé et à limiter la quantité de déchets à un chariot de 65 gallons (295 litres).

Désormais, la collecte des déchets organiques a lieu toute l’année. La collecte hebdomadaire des matières organiques et recyclables se fait sur quatre jours plutôt que cinq. Les sacs bleus (recyclage) sont ramassés aux deux semaines. Près de 6500 ménages ont reçu gratuitement un contenant à déchets de cuisine pour encourager leur élimination correcte et une utilisation accrue des charriots à cette fin.

Le nouveau programme, une méthode dynamique, vise le taux de réacheminement de 80 % des déchets fixé par l’autorité régionale responsable de la réduction des déchets d’ici 2022. Après le lancement du programme, la municipalité a surveillé de près les réactions des résidents pour faire les ajustements au besoin.   Du 1er mai au 31 décembre 2012, la quantité de déchets domestiques a diminué d’environ 38 % par rapport à la même période en 2011 tandis que la quantité de déchets organiques augmentait.
